Re 9.39 "City"? What "City"? A cut and paste job from another document? Surely this paragraph needs editing to correct it. However, I do agree with what this paragraph seems to be saying but in this case do not permit the change of use of SKPR-266 in Stamford from commercial to residential. See my detailed comments elsewhere re the inadequate evidence used to justify re-zoning this site.
