Proposed Housing and Mixed-Use Site Allocations

Representation ID: 2920

Received: 10/08/2025

Respondent: Valerie Gell

Representation Summary:

I wish to raise my concerns at the lack of parking availability at my grandchildren’s school.
I regularly drop them off and pick them up to help my widowed daughter.
The road leading up to the school is very narrow and bendy and often people park there as there is insufficient space in the school car park.
The new estates on Barrowby Road are going to exasperate the situation. It is ridiculous to presume that parents will walk their children to school as many working parent drop them off on their way to work as I do.
I would have thought that the grass terrace at the top of the playing field could easily been turned into parking for the staff and overflow area to elevate some of the problem.
Your comments would be appreciated.

Respondent: Londonthorpe and Harrowby Without Parish Council

Representation Summary:

Within your policy you are incorrectly stating that the Spittlegate Garden Village and the Prince William of Gloucester Barracks are in Grantham, they are not. They are in our parish of Londonthorpe & Harrowby Without.
I think this needs changing.

The omission of site SKPR-57 is not justified and not based on a robust evidence base. The site should be reinstated.

Representation Summary:

Thank you for sharing the proposal, delighted to see so many new homes being built within the 5 year timescale in this area. This gives me as a 37 year old and the generations below me hope, owning a home for so many like me is an unobtainable pipe-dream. This location is perfectly located right next to A1 and grantham transport links for commuters. Im sure many in the village would object to this build, but my guess is they are in the fortunate position of owning their own home! Excited to maybe one day own one of these.

Proposed Housing and Mixed-Use Site Allocations

Respondent: Town & District Councillor Charmaine Morgan

Number of people: 2

Representation Summary:

Deeply concerned at the current housing strategy which currently requires the majority of the District's new housing to fall upon Grantham. Whilst Grantham is already the largest market town it is furthest from the healthcare amenities available from a City Hospital and the amenities available in a city.

Grantham does have excellent direct rail links to the north, south, east and west.
This makes it attractive to commuters and has potential for tourism, but the amenities available and local highways network is overstretched. The potential for tourism is not being realised.

Concerns include:
-Amenity and character general
-Cumulative Impact - impact so many new homes on the Southern Quadrant AND the planned Grantham South Shopping Centre will have on the routes leading into Grantham
-The pressure on local roads will not be relieved by the new Relief Road which by-passes the town.
-Air quality issues have been recorded on Somerby Hill, Bridge End Rd, Springfield Rd and South Parade already
-Cemetery capacity
-Healthcare - There are four areas of loss of service in Grantham & District Hospital: A&E - critical care, Acute Care Beds, Maternity Ward,
Children's Ward
-Social/Affordable Housing
-Specialist housing need
-McDonalds Junction
-Housing Mix
-Heritage

Respondent: Mulberry Strategic Land

Representation Summary:

Mulberry Land are specifically promoting land at Oakdale Farm, Manston Lane, Great Gonerby at Grantham (SKPR-182). The site is in a highly sustainable location to deliver a significant amount of strategic commercial floorspace

We are supportive of the Council’s proactive approach to accommodate the higher housing requirement.

A range of employment opportunities such as land at Oakdale Farm will attract inward investment, promoting additional growth and diversification of the economy, along with employment and training opportunities for local people. We are therefore supportive of the residential and mixed-use allocations

We support the Council’s objectives regarding growth, in particular at the main town of Grantham, which will see a total supply (based on delivery up to 2043) of 9,027 dwellings, including an additional 1,576 dwellings as proposed housing land allocations through this local plan review, on top of the existing 4,956 dwellings as existing allocations in the adopted plan.

The unique opportunities afforded to the District with Grantham’s potential to attract large scale inward investment and strategic distribution space has largely been limited in recent years owing to lack of allocations of land through the last economic cycle and in particular delays to infrastructure provision and at Grantham Southern Gateway.

Representation Summary:

Whilst we support growth across all settlements to meet the identified housing need for South Kesteven. It should be considered that any lower settlements in the hierarchy should not be prioritised for housing allocations over Grantham.

South Kesteven should proposed an additional allocate of this site – SKPR-238 Phase 2, Somerby Hill Grantham, which is suitable, deliverable, and immediately available. There is an opportunity in Grantham to accommodate more growth and deliver more houses, particularly if the trajectory of some larger sites in Grantham are overestimated.

Request the full extent of the Phase 2 site be considered moving forwards as part of the Local Plan preparation.

Respondent: David Wilson Homes East Midlands and Hallam Land

Agent: Pegasus Group

Representation Summary:

Representations relate to Land at South of Harrowby Lane Grantham (SKPR-269, SKPR-82 and SKPR-312). The site is capable of delivering a mix of uses, including a local centre, new primary school and up to 2,880 homes. There is also an opportunity to deliver a smaller scale of development of 400 homes in the short term as a standalone development.

As currently set out, it is not clear that reasonable alternatives have been considered or that a preferred development strategy has informed the site selection process appropriately.

There are no reasons why this site cannot be allocated and cannot contribute to the development strategy of the adopted Local Plan for the district. It’s exclusion from consideration as allocation is not clearly justified and fails to take account of the changes to the context of the site that will occur or the opportunities available here for walking, cycling and public transport.

Proposed Housing and Mixed-Use Site Allocations

Respondent: Hanbury Properties Ltd

Representation Summary:

Made exhaustive submissions over the progression of the emerging Local Plan, and it is not clear why a location in such close proximity to the new junction on the A1 and adjacent to employment use has been resisted on access grounds which have been resolved.

Consider the scope of the emerging Local Plan to be too narrow and should have be expanded to consider employment uses- especially as some employment allocation has been withdrawn. It is impossible to assess the need for Housing without assessing the need and supply of Employment land – the issues are intrinsically tied.

The site (SKPR-234) is plainly both suitable for employment and residential use and there are identified allocations which have potential issues.

Respondent: Anglian Water

Representation Summary:

AWS supports focused growth at scale in principle as opposed to spreading growth around as focused growth is both investment efficient and has carbon economies of scale. The Garden Village together with other planned growth around Grantham is above our nominal threshold of 2,000 homes/ 5,000 people for the top tier of embedded (capital) carbon efficiency in providing new WRC capacity. The total of circa 5,000 new homes at Grantham after the mid- 2030s which will require additional WRC capacity once existing headroom is used will enable AWS to consider the design options including expanding the Marston WRC in the next business plan to be agreed by Regulators for funding in or about 2029.
SKDC and potential developers of the 110,000m2 of employment uses are advised to contact planningliaison@anglianwater.co.uk at the earliest opportunity for advice on water supply and wastewater options.
