Concerns that only one proposed employment allocation was proposed in Stamford for employment generating uses – land east of Ryhall Road (ref. SKPR-288).
Concerns remain that this is not an accessible site without third party land and questions remain as to its deliverability.

The main findings conclude that the “site has been modified to reflect the approval of retail application S20/0955 but allocation size remains the same”. It is unclear what this means as application S20/0955 relates specifically to land further south of this site. Further clarification is therefore required.

Representation Summary:

We recognise that there are also a number of sites allocated in the Plan for housing/mixed-use in Stamford. Again, this is another settlement in South Kesteven on the Peterborough border. We note the total supply of housing at Stamford up to 2043 (including recent completions) adds up to 2,100 dwellings (and 5ha of employment land) and again the cumulative impact of this much development will need to be planned for. However, development in Stamford is not anticipated to have as many cross-boundary impacts on Peterborough compared to Market Deeping, as it is considered a larger more self-sufficient town able to meet the majority of needs of new residents.

The key cross boundary issue for further interrogation and joint working between the relevant authorities and infrastructure providers, is highways impact, both strategic and local, with the A1 in particular being a key commuter route south from Stamford to Peterborough and beyond. The local road network between Stamford and Peterborough i.e. the B1443 is a known “rat-run” route, and it will be important not to omit this from any future transport assessments.

There are currently no site allocations in the Peterborough Draft Local Plan of strategic scale close to the SKDC border at Stamford.

In our previous Reg 18 representations, we raised concerns that only one proposed employment allocation was proposed in Stamford for employment generating uses – land east of Ryhall Road (ref. SKPR-288).

Previously raised concerns that like Exeter Fields, this site is bound by residential allocations (now developed) to its northern and southern boundaries with no means of access proposed through either of those estates.

Concerns that this is not an accessible site without third party land and questions remain as to its deliverability.

Representation Summary:

SKPR-66 Land South of Old Great North Road has not been proposed for allocation. This is surprising given the District’s acute housing need (recently increased as a consequence of changes to the Standard Method), the absence of significant site constraints, the site’s sustainable location adjacent to Stamford (the most sustainable settlement after Grantham), and the clear evidence of technical and commercial deliverability.

The exclusion of the site stems from flawed site selection evidence, an inadequate Sustainability Appraisal (“SA”), and an unsound housing requirement and spatial strategy.
The Council has published an updated version of its site assessment report, which was previously consulted in in early 2024. Ashberry Strategic Land made representations on a previous iteration of the report and despite these, it remains unchanged from the previous version.

Consider that these constraints can all be overcome Marrons has also reviewed the findings above and compared them to other sites which are proposed for allocations.

Requested that a pre-submission review of sites SKPR-282, SKPR-288 and SKPR-93 is undertaken in order to consider the reallocation of the portion of the site that is currently proposed for employment use, and consider the allocation of the remainder of the site for residential development, either via a new allocation or an intensification in terms of area and extent of STM1-H2.

Representation Summary:

Cumulatively growth at Stamford including those sites proposed in Rutland can be accommodated at the Stamford WRC (located in Peterborough’s administrative area). The progression of sites means that AWS is bring forward schemes to upgrade the foul network and pumping stations serving the catchment. At this time AWS does not consider a policy Requirement is needed for the three Stamford to ensure those works are demonstrably completed, nor is a Requirement currently needed to cover the planned water supply enhancements. The water supply constraints refenced above (3.18) for employment uses would apply to high water demand industrial/ commercial processes at the Stamford Gateway mixed use site. AWS therefore requests a similar advisory to developers/ applicants to contact planningliaison@anglianwater.co.uk at the earliest opportunity for advice on water supply and wastewater options.
