The SKPR-318 proposal fails to meet the requirements of the NPPF (Sections 9, 14, 15, 16) and Local Plan Policies EN1, EN5, EN6, SP4, ID2. Given the scale of unresolved risks and harm, this site is unsound and should be removed from the Local Plan or deferred until robust technical evidence proves no adverse impact. I will write to the Council on this specific land allocation (SKPR-318) with additional detail.

It was with a heavy heart that I read SKDC’s proposed plan for a new development at Harlaxton.

Harlaxton is a beautiful gem of a village, not least by its entrance off the main road, surrounded by countryside and the exquisite setting of Harlaxton Manor.

What a travesty it would be to spoil this very special landscape.

Local services are in decline and there is insufficient infrastructure, particularly for waste water, to accommodate developments of any size. The location would not cope with an increase in traffic due to the narrow access. It is already unsafe for pedestrians to cross the A607 which is a known accident blackspot. Any development would increase the risk of flooding in both sections of the village and downstream into Grantham as well as impact the character and history of the village of Harlaxton.

The traffic is horrendous as is , with the 607 being a very busy, fast, poor visible road. .I am incredibly concerned being a pedestrian as to the implications of what more vehicles would bring to the village . As a resident on the edge of the village this is a very big & worrying concern .

I am writing in relation to the draft allocation SKPR-74 and to formally object to the proposed reduction in the allocation from 24 dwellings to just 9.

The original proposal for 9 dwellings was intended solely as a gateway development to support a forthcoming larger application connected to the adjacent site SKPR-318 (objection to SKPR-318 found below for your conveneince). Regrettably, the deliverability of SKPR-318 is no longer viable in the short term due to unforeseen circumstances relating to landowner cooperation and access constraints.

Given this change in context, I can confirm that a revised planning application will be submitted in due course, with a different mix and density of dwellings. I therefore respectfully request that the new Local Plan maintains flexibility within the policy for SKPR-74, allowing for a more appropriate level of development that reflects the site’s full potential - while also preserving the possibility of wider strategic development in the future, should circumstances change.

I am pleased to confirm that there is support within the village for a more balanced and deliverable scheme that meets local needs without relying on the delivery of SKPR-318 in the immediate term.

Representation Summary:

Due to the incorrect SM being used and lack of evidence regarding the amendments to the site capacities and densities, it is considered that further sites should be allocated to ensure the housing requirement can be met.

DWH’s land to the West of Swinehill, Harlaxton offers a sustainable residential development opportunity that should be considered.

The Draft Site Assessment Report 2025 lacks evidence to justify the conclusions in line with paragraph 36 of the NPPF.
