We are not seeing this with constant development of green spaces on the edges of the town and in infill zones. The green spaces are crucial for residents and animals. Stamford will be lost to another huge toy town of soulless boxes.

Response to EN1: Landscape Character:
The site allocation SKPR-57 is NOT appropriate to the character and historic/cultural attributes of Belton House NT and Belmount Tower. The approach to Belton House for the majority of visitors will involve driving past SKPR-57. Presently the view is of rolling fields and gives the impression of a rural property set in a rural surround. If this is developed it will go against the heritage feel of the property.
The main visitor route to Belton House is from the A1 along Belton Lane. Wrecking the rural feel of a Grade 1 listed property and it's estate.

I cannot support any ‘plan’ that advocates widespread destruction of the local countryside.

We consider the Landscape Character Assessment which is 17 years old should be updated to ensure robustness of the evidence base. In relation to the Point of the Compass Assessment, we consider the landscape has in fact altered over this time period. In particular, in relation to the Client’s site at Gonerby Moor and the Landscape Assessment produced by the Client (Appendix 3), this outlines how proposed development can be accommodated on this Site without detriment to localised or wider visual amenity and the integrity of the receiving landscape character can be respected and protected.
Furthermore, the outline planning permission granted for the Downtown development (Council Ref: S17/2155) which includes 20,479 sqm of retail, restaurants, café and garden centre uses will, once implemented, significantly alter and urbanise the landscape around this junction of the A1. In line with the Initial Landscape and Visual Assessment produced in relation to the site this also recognises the development of the solar farm to the south and railways which have significant impact on the landscape character of the area.

We support this policy as written, a review of the Points of Compass Assessment (Bou2) states the site sits within the Fen Margin and the edge of the Fens Landscape character area and this is also supported by Bourne Character assessment (November 2023). The Points of Compass Assessment considers the Fen Margin and Fens Landscape as low-medium sensitivity residential developments. Bettinson Trust are working up proposals for draft allocation SKPR-53, which will sensitively address existing green infrastructure (Car Dyke) and introduce landscape and biodiversity enhancements as part of the proposed development in accordance with paragraph 180 of the NPPF.

The South Kesteven Landscape Character Assessment has been used by the Council to inform its landscape policy, however it is noted this is dated 2007 and has not been updated for the Local Plan Review, when in fact the document itself confirms ‘it is intended to be the start of a continuing process of landscape character assessment.’. The policy is supported however, it remains important for the Council to ensure that their evidence base documents are up to date, and should be updated prior to examination.
