HBF note that it is proposed to that the Plan Review will cover the period of 1st April 2021 through to 1st April 2041. The NPPF requires that a 15-year period is provided post adoption of the Plan, is it not ‘desirable’ as stated in the consultation, but a requirement. HBF suggest the Council should considering extending the Plan period.
It can take a long of time for Plans to progress through Reg 18 through to Reg 19, Submission and Examination, Inspector’s Report and Adoption. In light of the amount of time it can take to progress through the multiple stages of plan-making, a longer end date for the plan may be a more realistic. Whatever plan period is chosen there is a need for evidence to cover the whole plan period, it would therefore be sensible to ensure the evidence covers a longer time frame as well.

Paragraph 22 of the NPPF informs that strategic polices should look ahead over a minimum 15 year period from adoption to anticipate and respond to long term requirements and opportunities. Paragraph 2.1 of the Regulation 18 document sets out that the Plan period for South Kesteven will run from 1st April 2021 through to 1st April 2041. When considering the proposed Plan period, it is positive to see that the Council have adopted a forward thinking approach. However, it is noted that the Council intend to adopt the emerging Local Plan in Spring 2026. Subject to the Council keeping on track with the proposed Local Plan timescales, a Plan period of 15 years will be delivered by the Council. It is considered that the proposed timeframe of 15 years should be viewed as a minimum in accordance with the NPPF and if there is any slippage in the Local Plan review timescales, the Council should seek to ensure that a minimum 15 year period is maintained.

The Regulation 18 consultation document highlights in paragraph 2.1 that the plan period for the emerging Local Plan will run from 1st April 2021 through to 1st April 2041. It is positive to see that the Council are seeking to plan for the longer period and preparing a document which covers 20 years. We are however concerned that upon adoption the Council may feel to meet the minimum requirements as outlined in paragraph 22 of the NPPF (2023). Paragraph 22 of the NPPF requires “strategic policies should look ahead over a minimum 15 year period from adoption” and in our view the emerging SKDC Local Plan will not meet this. In order to provide a minimum 15 year period from adoption the plan will need to be adopted by 31st March 2026 at the very latest in order to provide the required time period. However, as the Local Plan has already experienced delays, it is reasonable to assume that further delays in timescales will be encountered. By taking a positive and proactive approach to delivering to the plan period, the Council is able to ensure that the plan is robust and credible with the opportunity to deliver more housing across South Kesteven to meet local needs. We encourage the Council to extend the plan period by at least another two years to a time horizon of 2043 which will allow for any further delays in plan making whilst still ensuring that the minimum time period can be achieved.

We support a Plan period extension by at least two years to take into consideration possible delays in the preparation of the emerging Plan. This extension would result in an additional 1,402 homes and a
significant portion should be provided in Grantham as the key settlement of the district. The Land West of Grantham is available to come forward within the Plan period to provide these much-needed homes and associated facilities.

As it stands, the LPR would look only five years beyond the end date of the adopted local plan and it is questionable whether such a short timespan would enable to the LPR to anticipate and respond to long-term requirements and opportunities. As set out in the housing trajectory at page 47 of the Draft Plan, housing completions will drop below the 701 dpa from 2036/2037 with substantial drop-off in completions occurring in 2038/2039 and in every monitoring year thereafter. The LPR would therefore not deliver sufficient housing completions to meet annualised need significantly beyond 2036, the end date of the adopted local plan.

In view of the Plan period between 2021 - 2041 it was felt that a fresh look at the overall plan was required rather than adopting a top up piecemeal approach.
The Council is under a new administration with the majority of residents consulted disatisfied or deeply concerned at the strategic approach adopted by the original plan which was to place the majority of housing overall on the edge of the historic market towns across the District.
Other ideas have been muted in the past and were dismissed including adding new towns to the District using existing villages near services as a foundation eg Colsterworth.

Object to the plan period currently being used (2021 to 2041). SKDC are already 3 years into the plan period and it is likely that the plan will not be adopted until 2026 at the earliest which leaves just 15 years of the plan period remaining. To allow for the timing of the plan adoption being delayed we consider that the plan period should be extended and if the plan period is extended they will need to find more sites. If more sites are required it is considered that more development should be directed towards the Larger Villages such as Harlaxton. DWH’s Site land to the West of Swinehill, Harlaxton offers a sustainable residential development opportunity that should be considered.
