Text on the use of Sport England’s Playing Pitch Calculator should be included in the policy wording for both on-site and off-site provision and the justification wording for the policy. The proposed policy:
1. Does not protect playing fields. Should include the wording ‘playing fields’ instead of ‘sports pitches’. The list should also include ‘existing sports and recreational land’.
2. Does not adequately protect playing fields and sports land. Concerned that Policy OS1 is not compliant with the wording in paragraph 103 and so objects to the wording of this policy which would not adequately protect playing fields from being built on.

The policy would benefit from further explanation of how it is to be applied in practice. For example, the policy sets a standard of 1.6ha of outdoor sports facilities within 1200m of a development. Where a site is not within 1200m it is unclear what scale of development would be expected to generate on-site provision rather than a financial contribution and how that contribution would be calculated.

We suggest you may want to refer to Natural England’s Accessible Greenspace Standards to determine open space needs based on size, proximity capacity and quality. The Environmental Improvement Plan has highlighted an initial focus on access to green and blue spaces within 15 minutes’ walk from home.

We welcome the Councils view that accessible, good quality open spaces can make a significant quality of life contribution to the residents of South Kesteven, along with providing wider benefits including supporting biodiversity, and providing green infrastructure links in accordance with the NPPF.

The draft policy is supported. It is in accordance with National planning policy and guidance and being evidence based is welcomed as this allows flexibility for each site to provide an appropriate approach.

The recent review of the open space provision in the District is welcomed.

The proposed site to the West of Grantham has the capacity to deliver significant open space which would include parks, play areas, informal open space, and green links. This will allow for exercise and recreation within the site and would assist with increasing and enhancing the provision for the wider District.
