We consider this site to be over ambitious given the size and layout of the land. Within the adopted Local Plan there is no requirement for the site to deliver any employment provision and this has only now been included as part of the Regulation 18 Draft Plan. We consider further works need to be undertaken to understand the suitability of employment provision at this location and is the rationale for allocating this site given the potential issues in respect of suitability and deliverability.
We also consider the timescale for the Spitalgate Heath Garden Village to be unrealistic due to the delays faced by the Grantham Southern Relief Road.
Therefore, to successfully continue to support Grantham’s economy, and in turn the wider District economy it is crucial further employment sites in the area come forward which are available, deliverable and achievable, and have been properly assessed for employment purposes as per the most up to date evidence. We consider our Client’s site at Land South of Gonerby Lane, Gonerby Moor (SKPR-100) to be able to provide the necessary strategic employment provision within the sub-regional centre which is required in order to sustain the economic prosperity in the Grantham Sub-Regional Centre.

This site contains sports facilities which would either need to be retained or replaced as part of any redevelopment proposal. The retention of the sports facility may impact on the number of dwellings that could be constructed at the site.

r) - There is a need for the development to provide new sports facilities and playing fields within the site which should be informed by the production of a Sports Feasibility Report. This report will establish the level and nature of on-site and off-site provision required. This report would be informed by the Playing Pitch Strategy.

As South Kesteven District will soon have an up-to-date Playing Pitch Strategy the Council can also use Sport England’s Playing Pitch Calculator and Sport England’s Sports Facility Calculator to calculate off-site contributions into sport and recreation because of the additional population generated by this proposed site.

Proposed Mixed-Use Allocation SKPR278 is adjacent to Whalebone Lane Verges and Old Somerby Road Verge. It is also in close proximity (within 2km) to four other LWSs of Aveling Barford’s Industrial Site; River Witham, Little Ponton and Saltersford Valley.
We wish to see any associated applications provide measures to reduce any potential impacts on this sensitive site, as well as opportunities to integrate them into the recovery of the local environment by securing management for the LWSs if presently not under positive management and through building nature corridors within development between such sites - SKPR-278, SKPR-65, and SKPR-262.

Establishing these requirements within the plan is particularly important for securing sites at an appropriate value when additional land or standalone sites for schools need to be purchased, as DfE ‘Basic Need’ funding allocations do not factor in the costs of site acquisition.

National Highways welcomes point a. of the policy which sets out that incremental full applications will not be accepted and that an Outline or Hybrid application will be necessary for the whole site. National Highways considers this will be necessary to identify the cumulative traffic and transport implications of the site and the highways infrastructure necessary to accommodate it.
With regards highway infrastructure, National Highways notes that part t. of this policy sets out that the site will contribute to the delivery of the Grantham Southern Relief Road which facilitates this development. It may be worth bearing in mind that this allocation is likely to put additional pressure on the A1/A52 Barrowby junction, and therefore highway infrastructure improvements to the A1/A52 may also be required.
Whilst we do not consider it necessary to explicitly reference improvements to the A1/A52 junction in this policy, we would suggest that the policy wording be amended to state ‘The development must contribute towards the delivery of the Grantham Southern Relief Road which facilitates this development…. and must contribute towards or deliver other off-site highways mitigation as identified through the Transport Assessment supporting the Outline planning application and as agreed with the relevant highway authorities.’

NGED comments specifically on the proposed allocation of land for delivering of Spitalgate Heath Garden Village including 3,700 new homes.
A 132kV overhead line traverses the allocation to the west of the railway line, with 3 steel lattice pylons sited within the proposed allocation land.
NGED does not object to the proposed allocation, however, the proposals should serve to retain the overhead line in situ and incorporate the line into the proposed masterplan. The diversion or undergrounding of the relatively short section of the overhead line which crosses the site would be illogical; undergrounding of three pylons would result in a requirement for two larger terminal towers, potentially involving third party land.
The local planning authority should contact NGED at the earliest opportunity to ascertain the capacity of the national grid in this area and whether an additional sub-station is required to increase capacity to serve the development.

Notes that two of the housing allocations – SKPR-278 (Spittlegate Heath) and SKPR-65 (Prince William of Gloucester Barracks) seek to deliver 1,350 and 1,735 homes respectively by 2041. These are large sustainable urban extensions and evidence of the delivery of such developments suggests that it takes 8-10 years from allocation to first completion. There is therefore a degree of unfounded optimism that these two sites will deliver 3,095 dwellings by 2041.

It is unclear from the amendments presented and evidence base as to what has led to the policy changes for this site in including 110,000 m2 of employment land. It is noted that the quantum of units anticipated to be constructed remains the same at 3,700 dwellings however delivery in the plan period has dropped significantly 1,350 from 2,150, despite the extended plan period by 5 years.

It is unclear as to how complementary the employment land as part of this allocation will be to achieving the Garden Village principles set in the context of the SKPR 286 Grantham Southern Gateway. If the inclusion of the employment land is reducing the scope for residential properties or limiting delivery in the short-term changes should be resisted where the Garden Village should focus on maximising the residential benefits and remove pressures on allocating additional sites within the Town which have less beneficial transport options.
