The allocation is supported as is the principal of the policy, however, it needs to be updated to reflect that fact that most of the site now has planning permission and part is under construction. Many of the considerations listed in the policy are therefore no longer relevant.

Buckminster and NH support the adjacent development and are working together on utilities including electrical supplies, drainage for foul and storm water across Poplar Farm, and connecting up roads, cycleways and footpaths between Rectory Farm and Poplar Farm.
The text on page 146 sets out: Any application must accord with the Rectory Farm Supplementary Planning Document adopted November 2021. That SPD covers similar topics to the joint working as between the Rectory Farm and Poplar Farm owners/developers. i.e. the need to connect up the roads, cycleways and footpaths between the two developments. Similar objectives are achieved in the Regulation 18 Draft Local Plan consultation.

The site is not within the Upper Witham Internal Drainage Board district. The surface water discharge from the northern part of this site is thought to flow via riparian watercourses adjacent to the railway. It is essential that provision is put in place to ensure this watercourse is protected and maintained in the future to an appropriate standard to provide ‘security of discharge’ for the northern area of the proposed site.

Policy GR3-H2 sets out the requirements for Rectory Farm Phase 2 which is expected to deliver a total of 1150 homes across the Plan period.
In respect of Rectory Farm Phase 2, National Highways has previously been consulted on a planning application for 400 dwellings (planning reference S23/1023) for which we recommended planning conditions including the need for improvements to the A1/A52 junction.
We support the policy points for this allocation but would also welcome the inclusion of a policy point setting out the need for a masterplan which is based on an assessment of the transport impacts of the full allocation and has identified the infrastructure needed to deliver this allocation, the timings for this requirement, and how the necessary infrastructure will be secured/delivered.
