Developments in Bourne has resulted in an increase in road traffic impacting villages along the A15. Lack of crossing on A15 and additional housing would exacerbate safety to cross. Turning out of Maltby Drive from Baston Fields is now often problematic – a second estate will worsen matters. More homes in Baston would place a far greater burden on stretched local facilities and roads.

Existing increase in road traffic impacting villages along the A15, an increase would pose significant safety risk to residents. Lack of crossing on A15 and additional housing would exacerbate safety to cross. Second estate would worsen access to the A15 for existing and new residents.
Baston has limited facilities to accommodate this new residential estate. Baston cannot cope with more homes. Development would lead to further detriment of roads and safety. Not enough justifications to counter the negative impacts the additional residential estate would create.

The Council are seeking to provide development within the sustainable, large villages of the district, of which Baston is able to demonstrate this position. Wates are passionate about tackling climate change and welcome this opportunity to work with South Kesteven District Council and the Parish Council of Baston to assist in improving the sustainability of housing across the district. This allocation and wider site is readily available for development as a
whole and is deliverable and has the ability to come forward in a timely manner early within plan period.
Further to the allocated site fronting Deeping Road for 86 dwellings, the allocation has the ability to be expanded to include the land adjacent to the west to provide a total of up to 250 dwellings in addition to further landscaping, open space, drainage and associated infrastructure.
Both sites (SKPR-109 and SKPR-110) are in the same land ownership and control and should come forward comprehensively to provide greater benefits for the local community and the District as a whole. Whilst we largely agree with the scoring of the RAG assessment and conclusion of the site as an appropriate location for development, after a review there are some constraints that are required to be rescored.

This is not really to object or support but more of a general comment. Whilst residents would welcome more affordable housing within the village there are serious concerns about the lack of associated infrastructure, particularly the A15. Baston straddles this road and without significant road improvements I think that this development may pose some serious road safety concerns. This site would also result in loss of agriculture. Local residents feel that current services, such as school and doctors are under significant strain. An updated SFRA is surely required given recent nearby flooding.

1. Traffic levels on the A15 through Baston (and elsewhere) have risen markedly in recent years. No provision for pedestrian crossings at Baston Fields estate to cross A15 safely. More housing will exacerbate safety risks. 2. The primary aim of building of new homes and facilities in a village or town is to accommodate the natural growth of the settlement. Baston does not need more homes, build where they are needed. More homes will place a greater burden on stretched local facilities and country roads.

86 houses in this location will swamp the existing estate.
All village amenities, shop, school, pub, playing field etc are the other side of the A15. Pedestrian crossing of the A15 is perilous. While there is a Pedestrian crossing on the A15 just north of the Greatford road crossroads accessing this is hazardous.
The Pedestrian refuge island on the A15 at Maltby Drive is used by pedestrians to cross the A15 and gain access to the village, however, this island is very narrow and puts pedestrians, especially user of buggies, mobility scooters and children on bikes at considerable risk.
The site plan doesn’t show the location of an access road to the new development, though it does state it will be onto the A15. An additional road south of Maltby Drive would put it on a bend into the village and linking the estate to Maltby Drive could cause considerable congestion (86 houses will easily generate 160 extra vehicles) and further impede the flow of traffic and pedestrian safety in trying to cross the road.
Baston Primary school is at or near capacity, there is no reason to believe the demand for school places will change in the current situation, however 86 houses of which 27-57% will be affordable will bring more children to the village.
Unfortunately there is no continuous path in either direction to allow for cycling to school. A Section 106 legal agreement to connect up pathways could be considered and would support the local plan in this part of SKDC

The volumes of traffic on the A15, especially at peak times in the morning and late afternoon/evening already make exiting Maltby Drive onto the A15 very difficult. The Maltby Drive/A15 Deeping Rd junction already feels unsafe at peak times if cars are wanting to turn right from the Baston fields junction towards Peterborough and for cars wanting to turn into Baston Fields from the A15.
The development would significantly alter the views of open farmland from my property and those of my neighbours. The development of the proposed site would significantly alter this outlook and have a detrimental impact on current residents wellbeing
It is already difficult to obtain local doctor and dentist appointments
I question whether the local primary school in Baston has sufficient capacity to be able to accommodate additional places
