12.95 needs amending The village hall on the east of the A15 is the church hall. Primary School should be an academy primary school. There is no pre-school (it closed). There is a Methodist church hall. There is no social club. There is a community hall with sports fields and children’s play equipment and adult external exercise equipment.

I strongly object to this proposal as Thurlby has a Neighbourhood Plan which does not include this proposal area. It is outside of the Plan! Thurlby cannot cope with additional housing as the infrastructure is simply not in place. Currently we suffer with flooding, issues with drainage and sewerage problems too. The pipework is just not good enough. There is also a big lack of new roads to support transport and insufficient doctors surgeries, dentists and schools. Building on the farmland will destroy the village landscape and will impact heavily on wildlife.

We already have significant flooding and drainage issues in the village. More houses will exacerbate the problem. These sites are outside the village housing lines as agreed in our 2019 Thurlby Parish neighbourhood plan which is part of SKDC local plan. We do not need more traffic in the village as it’s used to divert off of the A15 already in times of need. There is not enough infrastructure to cope with more housing. Rather than building more, perhaps the council ought to look at fixing what is wrong first. I.e. drainage and flooding issues.

Traffic access to A15 is already dangerous and waiting lengthy both at Thurlby and Northorpe crossings.
Goes against village planning plan as democratically voted in 2019 and adopted by SKDC.
Drainage and sewage is terrible and flooding is regular.
Road access to site is unsuitable.
Detrimental impact on wildlife.
Total destruction of village ethos and rural living.
Local infrastructure and access to it is at already at saturation, doctors, dentists, hospital, care homes.

The sewage system in Thurlby is so compromised that during heavy rainfall the manhole covers up and down the High Street are regularly pushed upwards proud of the road surface anywhere from 25mm - 100mm because the sewer is completely full and can not cope with existing sewage let alone adding more to it - this excess flow often backs up individual properties on High Streets lateral sewers and prevents householders discharging their foul water.

There is extensive infiltration of ground / surface water into the sewer on the High Street as water leaks in due to its age/condition and also the ground has a high water table and huge quantities of water flow down the High Street from Swallow Hill further compromising the sewers capacity.

All of the sewage in Thurlby is pumped to Bourne Waste Water Treatment Works - neither of the pumping stations have generator electricity back up supplies so if there is a loss of power during a prolonged storm any flooding will potentially be even more extensive - extra pumping stations or upgrades would be required to ensure capacity as it would also be necessary to increase the diameter and capacity of the main sewer substantially before any further development takes place.

It is extremely difficult to get a doctors appointment / dentist appointment in Bourne due to increased demand - further facilities /parking etc must be provided otherwise nobody will want to move here and without further guarantees that these facilities will be provided the council will struggle to convince people they are working to create a thriving and sustainable part of Lincolnshire.

Referring again to your Local Plan July 2016, Thurlby is a smaller settlement in your data on Page 14, requiring 1% increasing in housing at 11 new homes. Why are you considering 136 for mor than previously required. Thurlby is a small rural village, your plans would change it to a dormitory town, totally unnecessary as the amount of development at Elsea Park encourages development in a more suitable site, even through I suspect most of the traffic again goes south on the A15, exacerbating problems joining the A15.

Thurlby and Northorpe will not be able to support any new housing allocations until the water and drainage network is upgraded or replaced to efficiently and effectively serve the whole settlement and meet future needs.
