We welcome the undertaking by SKDC to monitor the local plan and review annually, and to consider amendment if they are found not to work in practice.
However, monitoring cannot take place if there is no benchmark to measure compliance. It is Imperative that an IDP is prepared approved and monitored along with the policies in Plan.
The Society also wish to draw SKDC’s attention to the specific concerns regarding Heritage Impact Assessment. The welcomes SKDC’s clear strategy for the plan period but asks that its specific concerns are addressed before the Local Plan is issued in its final form.

The monitoring framework should include monitoring how well Affordable housing S106 agreements have met both the Local Plan's objectives and the wider SKDC strategic plan objectives. It should also include monitoring of the outcomes achieved by the use of S106 monies by their third party recipients.

HBF agree that the Plan should include a Monitoring Framework which sets out the targets for housing (and other matters) that will be monitored and the triggers for action being taken, and what that action will be.
Do not support the inclusion of policies within a Local Plan that merely triggers a review of the Local Plan if monitoring shows housing delivery is not occurring as expected. HBF would suggest, as a minimum, explicit reference should be made within the Plan’s policy and monitoring framework to the potential to bring forward additional housing supply earlier. The Monitoring Framework needs to set out how and when monitoring will be undertaken, and more information is needed on what action(s) will be taken and when, if monitoring shows under delivery of housing.
