The Council's commitment to meeting both its and the UK Government's target of net zero carbon emissions by 2050 is commendable. The wording of any future policy should encourage developers to maximize opportunities to reduce greenhouse gas emissions but not mandate enhanced standards above those in the Building Standards. There is considerable momentum from Government in preparing enhanced sustainability standards through The Future Homes Standards and it is clear the energy efficiency requirements for domestic and non-domestic buildings will increase sharply in the coming years. This will be a considerable challenge for the house-building industry who will require time to develop the materials and the skills necessary to build zero carbon homes in the volumes required to meet housing need.
Aligning the Council's requirement for carbon neutral development with those of Government would therefore be welcomed

1/ The reviewed renewable energy policy (RE1) should go out to consultation when ready. This area of policy is very controversial locally with the LPA facing an unprecedented number of schemes coming forward so its vital that our residents are made aware of any proposed changes.

2/ BMV Policy, this policy is most likely to be relevant for solar development on farmland. What does "settlement" mean in the policy, is it the area, the parish, the fields or adjacent fields ? This should be clarified so its clear to developers and Parish Councils in particular.

The Council is taking a positive and ambitious approach to addressing climate change and has put this topic central to their actions as a local planning authority but has missed the opportunity to seek meaningful and collaborative public engagement by not including any draft policies within the Regulation 18 document. The development industry benefits from experience of current developments and up to date technologies and solutions to reduce the impact of climate change and are therefore well placed to engage positively and constructively with the Council on this important policy area.

In 2019, SKDC declared a 'Climate Emergency', reflecting the URGENT need to accelerate carbon emission reductions. Given that was five years ago, how can SKDC not be now taking immediate action to ensure any new developments meet the highest standard of eco homes, ALL with integral renewable energy infrastructure built into homes. Plus they should be considering very carefully as part of this local plan how they ensure developments provide sufficient local employment to ensure residents are not FORCED to travel out of the area to work. This is especially true of Stamford proposals included in the plan. ACT NOW!!!
