Whilst the principal of addressing climate change is supported, the Government has made clear through its written ministerial statement of 13 December 2023 that it is not the role of Local Plans to set local energy efficiency standards for buildings that go beyond current or planned building regulations. This advice needs to be reflected in the scope of any climate change study and any subsequent policies that flow from it.

If a policy is included in the Reg 19 Plan it should accord with the Housing Minister's Statement from December 2023 in terms of justification and evidence base. If such a policy is included in the Regulation 19 Plan it should be worded to allow for flexible application with regards to technical feasibility and viability.

Whilst we welcome that the council recognises the ministerial statement we would advise that any future policy should be ‘stepped’ in line with Government targets and the proposed changes to the building regulations. Climate change policy should take into account the location of new building developments. Developments such as housing, retail and employment parks should have access to public transport. Industrial sites should be located near to rail access where possible.

All new build developments including car parks, residential and employment building should include solar (PV) energy on the buildings to prevent the need for industrial solar factories being built on farmland

Any increase in ambition compared to the previous plan is welcomed, but I do not believe this goes far enough. As a district with a significant amount of fen land and our proximity to the coast, we need to admit the significant challenges we are facing due to Climate Change. Groundwater levels are so high and sea defences so outdated that we need to significantly improve our evidence base to evaluate if building in Bourne, Baston, Langtoft, Thurlby and The Deepings is actually possible or desired in our warming world.
