Proposed Housing and Mixed-Use Site Allocations

Representation ID: 3050

Received: 19/08/2025

Respondent: The Woodland Trust

Representation Summary:

The policy includes meeting Green Infrastructure requirements, however there is no specific wording on trees or tree planting. This area of Grantham has the highest need for trees, based on the UK Tree Equity Score (https://uk.treeequityscore.org/map#16.75/52.921503/-0.613524), with current tree cover of 6-7%, half the national average of 13%, and a third of the national tree cover target of 18-20%. We therefore strongly urge setting a specific target and requirement for increased tree cover within the GI requirements for the site.

Respondent: Environment Agency

Representation Summary:

The proposed site allocation will be connecting to Marston Water Recycling Centre. Therefore, we recommend the following is included as a principle:

'Additional treatment capacity is required at waste water treatment works and new discharge permits are required for water quality targets. This should be incorporated early on in the development of scheme specifics, as part of a scheme wide delivery strategy which demonstrates that capacity is available or could be made available to serve the development subject to phasing'

The Grantham Church High School Playing Fields, Queensway (88 units)
This site contains playing field which would need to be protected from being built on unless one of the three exceptions in paragraph 104 of the NPPF apply.

Representation Summary:

We support the continued allocation of this site.

Any measure to make the indicative target an absolute target should be rejected.

Representations to the last consultation exercise, raised some comments on both the text supporting the allocation and site assessment exercise.
-The policy wording should be amended to highlight the area of private, inaccessible land to the south.
-Although maps have been published showing the Green Infrastructure area, the criteria used to justify the designation of such sites has not been published.
-Although this site was formerly a school playing field and arguably could be considered to have been Green Infrastructure at that time, the school and the playing fields have been declared redundant, and, as private land, which is fenced off with no public access.
-Reference to Policy EN3 and Green Infrastructure Opportunity Areas should be deleted from the site allocation text.
-The site assessment should be amended to reflect the change in circumstances that predated the proposed allocation some considerable time ago and reduce the risk of an unnecessary background study being undertaken to support any future planning application.
