Planning permission has been granted subject to a s106 which has been drafted but not yet signed.

Taking account of the time to prepare an detailed applications once the S106 is signed then the earliest likely submission of an detailed applications would be in about 2 years in 2029 and a further 1 to 2 years before first completions in 2031. This would mean a 12 year build out at 87 dwellings (based on a single developer) on the South Kesteven part of the allocation) delivering some 1,044 homes completed suggesting a potential shortfall of 306 homes.

We welcome the references made within the document SKPR-281: Stamford North which require the provision of sufficient school places as part of these developments. The next version of the Local Plan should seek to identify specific sites which can deliver the early years, school and post-16 places needed to support growth, based on the latest evidence of identified need and demand in the Infrastructure Delivery Plan. The site allocation and associated safeguarding policies should also seek to clarify requirements for the delivery of new education infrastructure, including when it should be delivered to support housing growth, the minimum site area required, any preferred site characteristics, and any requirements for safeguarding additional land for future expansion where need and demand indicates this might be necessary. Establishing these requirements within the plan is particularly important for securing sites at an appropriate value when additional land or standalone sites for schools need to be purchased, as DfE ‘Basic Need’ funding allocations do not factor in the costs of site acquisition.

Representation Summary:

We welcome and support Stamford Residential Allocation SKPR-281 (STM1-H1): Stamford North for an indicative 1,350 units. We also support the development principles set out in the allocation, including the additional principles (compared to the adopted Local Plan) relating to Flood Risk Assessment, Biodiversity Opportunity Areas and Green Infrastructure Areas.

The Proposed Allocation is the same site extent as included in the adopted Local Plan, but application S23/0055 also includes additional land around and to the south of the Borderville Centre. The report to the 5th December 2025 Planning Committee (paragraphs 7.6.4, 7.6.5 and 10.4 plus the Additional Items Report) concludes that the inclusion of this additional land is acceptable, and the Committee resolution to grant permission was made on this basis and the outline permission is due to be granted on this basis. The Proposed Allocation should therefore reflect the extent of the site subject of planning application S23/0055 and shown on the Site Location Plan submitted as part of this representation.
