Because of the nature of Stamford’s historic core, being recognised as the first Conservation Area in the country, the future expansion of the town should be protected from any growth that might impact on the core. Account should be taken of the location of the town in relation to adjoining planning areas and the need to ensure that “over the County boundary” development is included in any impact assessment and development allocation.

1. There does not appear to be any reference to the Barnack Road site (former Cummings Factory site) in either the draft plan or the existing local plan. This site is believed to be intended for residential and employment use. This site is evaluated in the AECOM SKPR 28. In the previous approved Local Plan the sites were allocated for employment.

The Stamford Civic Society supports and welcomes New Policy 3; New Community Services and Facilities.
The Society supports SP6: Protecting Community Services and Facilities. However, SP6 should be enhanced to specifically refer to the conversion of commercial and retail uses to residential in Town centres where the previous use is no longer sustainable. SP6; should also specifically encourage the conversion and occupation of town centre upper floors to residential use. This will lead to enhanced vibrancy of market towns, particularly in the evening. It will also contribute to windfall housing numbers. (See STM2 of current SKDC Local Plan).

The Society supports the revised Policy EN6, but consider further provisions should be made to strengthen the Policy. In particular ensuring that Heritage Impact Assessments comply with NPPF and that a requirement that Archaelogical findings and reports are required to be made public as soon as possible.

Monitoring Framework

We welcome the undertaking by SKDC to monitor the local plan and review annually, and to consider amendment if they are found not to work in practice.
However, monitoring cannot take place if there is no benchmark to measure compliance. It is Imperative that an IDP is prepared approved and monitored along with the policies in Plan.
The Society also wish to draw SKDC’s attention to the specific concerns regarding Heritage Impact Assessment. The welcomes SKDC’s clear strategy for the plan period but asks that its specific concerns are addressed before the Local Plan is issued in its final form.

ID1: Infrastructure for Growth

Policies ID1 and ID2 seek to ensure that all necessary infrastructure including highways and transport strategies are provided at the right time by developer contribution. However, the final paragraph of ID1 recognises that viability issues may result in “prioritising provision”. This means that it is extremely unlikely that developer contributions through s106 and CIL will meet all the requirements for infrastructure in the plan period. The relevant public authorities must therefore make adequate provision to meet the shortfall which may be anticipated.
