Support the continued allocation of the site.
Although some changes have been made to the wording of the allocation in light of comments submitted to the consultation exercise, not all of those comments have been addressed.
• Principle A - It is not clear why a comprehensive masterplan is required.
• Principle C - Access is already provided from Birthorpe Road, resulting from the delivery of the allotments subject to consent S14/1316/OUT
• Principle D - No response has been made to our request for clarification of the meaning of “Good Use”. The outline consent (S14/1316/OUT) indicated that access would be from the existing access to Birthorpe Road.
• Principle F - The length of the hedge should be identified to avoid potential confusion as and when a planning application is submitted.
• Principles G and H indicate that the site is within both an area of Biodiversity Opportunity and Green Infrastructure, although there is no justification for identifying the land as either of these designations.
The site assessment should be updated to address previous comments on Agricultural Land Classification, Surface Water Drainage, and Source Protection Zone.

We support the continued allocation of this site.
Any measure to make the indicative target an absolute target should be rejected.
Representations to the last consultation exercise, raised some comments on both the text supporting the allocation and site assessment exercise.
-The policy wording should be amended to highlight the area of private, inaccessible land to the south.
-Although maps have been published showing the Green Infrastructure area, the criteria used to justify the designation of such sites has not been published.
-Although this site was formerly a school playing field and arguably could be considered to have been Green Infrastructure at that time, the school and the playing fields have been declared redundant, and, as private land, which is fenced off with no public access.
-Reference to Policy EN3 and Green Infrastructure Opportunity Areas should be deleted from the site allocation text.
-The site assessment should be amended to reflect the change in circumstances that predated the proposed allocation some considerable time ago and reduce the risk of an unnecessary background study being undertaken to support any future planning application.
