Representation Summary:

The Draft Site Assessment Report at page 98 identifies that the site does not have a suitable access and the absence of this is awarded a ‘red’ status on the ‘RAG’ rating system. There is no information to demonstrate that it is possible to provide a safe and suitable access.

The allocation of this site would represent a significant incursion into the countryside. note that there is no up to date landscape assessment that has been prepared to support the emerging Local Plan and it is assumed that this will follow with the Regulation 19 consultation. This is likely to identify a significant element of harm from the proposed allocation.

The assessment of SKPR-7 in the Draft Site Assessment Report contains no ‘main findings’ to justify why it has been selected as an allocation. It is simply blank and this appears as an anomaly when compared to other sites.
Proposed Recommendation – Land North of Cedar Drive, Bourne as an alternative site, as either a part replacement for SKPR-7, or as an additional allocation, to contribute to an increased buffer of housing and a more effective and deliverable distribution of development.

SKPR-323 - Land north of Gorse Lane, Grantham
The objection to the allocation of this site for residential development is principally related to the strategy of an over-reliance on sites at Grantham. Whilst Grantham is understandably a focus for development, the extent of existing allocations being carried forward and the scale of these allocations, in combination with additional proposed allocations in Grantham, threatens to undermine and constrain delivery.

It is apparent from the latest Annual Monitoring Report (for the period up to 23/24) that housing delivery numbers in Grantham is slow.

Recommendations:
1) Increase the size of the proposed housing buffer.
2) Allocate a range of smaller sites that are unconstrained by significant infrastructure. As part of this solution, Hazelton Homes (Midlands) Ltd promotes Land North of Cedar Drive, Bourne.
