Proposed Housing and Mixed-Use Site Allocations

Representation Summary:

I am writing to oppose the proposed housing development SKPR-327 on The Drift, Barrowby. The scale and location are unsuitable, as it will negatively impact residents’ quality of life and worsen existing infrastructure issues. No improvements are planned for roads, junctions, drainage, or sewage, yet 400+ homes could add over 800 cars, creating congestion on already narrow roads and through the village. Access to the primary school is impractical, likely increasing traffic further. The development also threatens the landscape and biodiversity, destroying valuable farmland and habitats, with minimal assurance that promised biodiversity net gain will be delivered locally.

Representation Summary:

The proposed site allocation will be connecting to Marston Water Recycling Centre. Therefore, we recommend the following is included as a principle:

'Additional treatment capacity is required at waste water treatment works and new discharge permits are required for water quality targets. This should be incorporated early on in the development of scheme specifics, as part of a scheme wide delivery strategy which demonstrates that capacity is available or could be made available to serve the development subject to phasing'.

Objection due to foliwing:
Development will more than double village size and this amount of housing is not needed in this area.
Local roads not suitable for further large amounts of traffic and access will be via narrow roads and junction causing hazards to pedestrians and other road users
Local school is already oversubscribed
Lack of local amenities such as doctor's
Building on a green area when previous development already taken large amounts of green space

Representation Summary:

HNA identified a need for 167 houses to 2041, SKPR-327 and SKPR-272 total 725 houses over 4 times the amount needed.
Barrowby has poor public transport, an oversubscribed primary school and weak local services.
The SEA/HRA confirms only small scale infill development is appropriate within the existing village footprint.
There are Enviromental and Infrastructure constraints within both sites.
SKPR-101 was rejected due to access, infrastructure and landscape impact, SKPR-327 shares the same constraints yet has plans for 455 homes
Policy SP2 restricts growth in larger villages to be limited and proportionate, these plans would double the size of Barrowby

I in agreement with the parish council object to the proposed development SKPR-327. Building on this land will block views out to the current free space and views to Harlaxton, housing built close to the boundary will impeade on light and also reduce privacy with views into the housing and gardens here. Not to mention the sheer increase in housing for a village that can not cope with the current recent building and proposed development SKPR-272. The local school is not big enough, amenities are not enough and the roads into and out of the village will suffer.

Representation Summary:

Objection to Planning Application SKPR-327
I object to planning application SKPR-327 on the grounds that it is unsound and inconsistent with both national and local planning policy. Specifically:
Fails to support rural sustainability
The application does not enhance or support existing local services, contrary to the principles of sustainable rural development set out in the National Planning Policy Framework (NPPF) and local policy SP2.
Creates unacceptable highway impacts
The development would significantly increase traffic congestion without any proposed mitigation. This is contrary to the NPPF requirement that developments should avoid creating “severe” impacts on the transport network.
Overburdens local infrastructure.

Respondent: Mrs Gemma Laragy-hully

Representation Summary:

The HNA identified a need for an extra 167 dwellings by 2041. This site SKPR-327 along with the SKPR272 will total 725 extra houses. This contradicts local need and scale.
The HNA also identified Barrowby as unsuitable for large scale development and should instead focus on small scale infill. We should not be extending the boundaries of the village into open countryside.
Both sites are within biodiversity opportunity areas and
green infrastructure areas. SKDCs own draft assessment warns that barrowby primary is at capacity and the wastewater infrastructure is under pressure.
Doubling the size of barrowby is not proportionate.

Representation Summary:

The site in Barrowby off the drift is not fit to hold the recommended number of houses. The village does not have enough amenities as it is and with no doctors or dentist available (and a difficult job getting into any locally) it should not be going ahead.
The school is also at capacity and highways have stated that the traffic to the A52 and A1 is at capacity. There is one road through the village that is also at capacity, especially at weekends. Site designs for new estates are not in keeping with the village either.

I wish to register my objection to the proposed development SKPR-327, in alignment with views expressed by the ParishCouncil. The proposed development would result in the loss of important open space. The construction of housing near the boundary would lead to a loss of natural light and severely compromise the privacy of existing residents.Furthermore, the scale of this development, especially when considered alongside the recently approved and still uncompleted application SKPR-272, represents unsustainable growth for the village. The local infrastructure is already under strain the primary school lacks capacity, amenities are insufficient, and the existing road network cannot accommodate the additional traffic

Representation Summary:

I object to this proposal on the basis that the village has already had a significant increase in dwellings with the existing developments, no increase in existing amenities are proposed to support this development, the village has lost its Post Office and Butchers recently, the school is over subscribed and it relies on Grantham for Doctors and Dentists which are also over subscribed. There are no improvements proposed for existing roads, which are narrow and unsuitable for extra traffic. The demand for extra housing has also not been proved locally and sales of existing new properties are slow.

Barrowby Village already has bad road congestion. Often roads are single traffic as everyone is parking on the side of the road. The roads near the school are dangerous during school time and the playing field causes more congestion. The village is big enough and I strongly object to any more building.

Proposal SKPR-327 Westry corner/Drift Barrowby. This village has already had 270 homes approved recently. It is using prime agricultural land. It has at least one public footpath going through it. It is not part of the village plan which has been developed over the past few years. It further expands the area of the village. Other local villages have had little development. It will increase traffic pressure on Dysart road which following recent overhaul still has no cycle path! If nessacary a better proposal would be to develop to the west of the sportsfield in Barrowby.

Representation Summary:

SKPR-327- I object because Barrowby and it's facilities will suffer if over 700 houses are to be built which are over the suggested housing need by the HNA. Traffic, speeding and litter are already an issue for this village. The A52 and A1 junctions won't cope and we have poor public transport. Barrowby School is already oversubscribed and parking is a problem (very limited and traffic can't get through). Barrowby as a village will be destroyed by doubling it's size.

Representation Summary:

I strongly object to this proposal.Barrowby is a village.A development as proposed on this scale would destroy the character and appearance of the village. It would significantly increase traffic flow, which is already too high, and furthermore impact road safety.Local amenities and our village school are already at capacity and struggling. There's already inadequate parking, without further impact, particularly on this beyond excessive scale. The impact on the environment will see further loss of farmland, footpaths, local wildlife habitats, including English Partridge and Badger setts. Previously the council had a commitment to preserving Green Belt land around Barrowby village, this is not in line with that commitment.

Representation Summary:

SKPR327 is too large a development leading to 23% increase to existing households in Barrowby. This is in addition to the current development SKPR272 on the other side of Low Road of 270 houses. These two developments will create effectively a suburb of Grantham blocking access to Grantham via Dysart Road with the additional traffic generated. This appears to render the local plan redundant. A significant loss of farmland and rural vista will occur. No account of the need to increase the infrastructure particulary water, school places, road, medical practice is addressed.Current nature of Barrowby will be destroyed by this.

This development is badly thought out and honestly in a terrible location . The field regularly floods & the road network would make access to & from the site nearly impossible at peak times . Access to the drift a small road that is hardly even wide enough for tow way traffic passing slowly or directly on to Dysart Road which suffers traffic congestion at peak times also . The field is also a hunting ground for kestrels & owls .

SKPR-327
My concern with this development is that within a 2 mile radius there are already numerous development sites, Barrowby Road, Low Road, Dysart Road for example in various stages of completion, selling very slowly, but little in the way of social infrastructure to support them. Where in the local plans can I see a plan for an improvement to the roads through the village, Social care such as doctors, shops, schools and the development green spaces or the protection of the ever decreasing vital agricultural land.

Representation Summary:

I strongly object to this proposed development. Barrowby is a village and the extra housing will practically double the population. The village school will not be able to accommodate all the children. The current infrastructure certainly cannot cope with this. Traffic generated on the village roads will in my view endanger the lives of children and the elderly in particular. A change in dwellings of this volume will completely change the village and its community. Bottom line is the village cannot accommodate this huge amount of new builds. This will also destroy the local countryside and wild life,

Representation Summary:

The drift area of Barrowby suffers from congestion due to the amount of traffic flowing through an overcrowded village. The drift would need major expansion of local road networks - I suggest you visit Barrowby at school run times and at weekends. The roads are dangerous and are an accident waiting to happen around the village green and low road which meets the Drift at Westry corner. I strongly object to these proposals - MP’s have 3 homes - I.e. Angela Rayner - maybe repatriate these properties before any further building of homes - just a thought!

The proposed allocation of SKPR-12 for housing would cause severe harm to residents, heritage, and the environment. The site comprises 100% Best and Most Versatile farmland, at risk from flooding, and with unsafe highway access. Development would destroy open rural views to Harlaxton Manor, harm biodiversity, and degrade public rights of way. It would also increase traffic, noise, and loss of amenity for nearby homes. SKDC’s own assessments confirm major risks, making the allocation unjustified, ineffective, and inconsistent with national policy. We therefore strongly object and urge removal of SKPR-12 from the Local Plan

Representation Summary:

The proposed development of 725 homes in Barrowby is disproportionate, exceeding the identified need of 167 homes and breaching the village's "limited and proportionate" growth policy. The sites are unsuitable due to poor infrastructure, including an oversubscribed school and strained wastewater services. The plan also ignores environmental constraints, such as Biodiversity Opportunity Areas, and contradicts the rationale for rejecting a similar site, raising serious concerns about consistency and sustainability.

Representation Summary:

The proposal will overwhelm the village which is in danger of losing its identity due to the disproportionate number of additional houses being suggested throughout.
The road network and local services are designed to support the village of Barrowby, not an extension to Grantham town. The proposed location of the development would, with the additional traffic it would create, result in more dangerous driving and pedestrian conditions on what is already a dangerous corner, hazardous visibility and a huge increase in traffic along narrow roads not designed to accommodate such volume.
