I came to live in this lovely peaceful village 20+ years ago.
In that time there hasn't been too much building of houses.
However, I see proposals of over 100 new houses to be possibly built. I object. This will tip our lovely village into being a much bigger , busier community. I did not come to live here to be in that kind of environment. We already have issues with flooding and other impactful problems. Building a large number of dwellings will only compound these problems.

Flooding on a regular basis only occurred since Chapel Lane estate was built. The surface water is not draining and can be 6” deep flowing fast. Does not make sense to add more housing, stretching the sewage systems even further. School, Doctors, Dental practices at full capacity. Concerned that more green field development is being considered. Thurlby is transitioning from rural area to urban sprawl. Please do not build any further housing here. It will certainly not be for the benefit of Thurlby residents.

Further housing within the village of Thurlby will increase traffic flow particularly exiting onto the A15 and make it very dangerous. There is insufficient infrastructure, doctors, dentists, schools etc to support further housing in Thurlby. In 2019 residents voted to keep building within the existing village housing lines. This means that SKDC should use this Neighbourhood Plan to help decide planning applications in the Thurlby area. The above proposals are outside the existing village housing lines. The sites are farm land and this change in policy will add to the destruction of our rural landscape with consequent detrimental impact on local wildlife. We would urge the planning applications to be rejected.

136 new houses represents something like 180 to 200 additional cars using the narrow roads in the villages. The roads are narrow and not designed for heavy traffic usage. The new houses would place unrealistic loads on the present sewage, flooding and drainage situations. The additional traffic would make access to the A15 even mor difficult than it is at present – particularly during the “rush hours”. Inadequate and unsuitable access. Insufficient infrastructure to support such an increase in the population. i.e. Doctors Dentists, Schools and Shops. The site proposals breach the Neighbourhood Plan and therefore must be rejected. These sites are old farm land and this change of policy will be detrimental to our Rural Landscape. In addition to this, the scheme will be detrimental to wildlife in the immediate vicinity and within the ancient woodland of Dole Wood.

I object to the above planning applications as a resident of Thurlby. My reasons are
1. both these applications are outside the existing village housing as set out in the Neighbourhood plan voted on in the 3019 village referendum.
2. there us no suitable access to both these sites.
3. access onto the A15 will be more hazardous.
4. the houses will add to the already overstretched drainage and sewage systems.
5. it involves taking agricultural land out of use at a time when we all realise we have to be more self-sufficient and grow what we need rather than importing food.
6. where will the extra doctors, schools ,dentists and care homes needed for a population increase come from when all these ate already in short supply? I object most strongly to this development.

Any further development in Thurlby and Northorpe will
i)exacerbate the existing problems with drainage , sewerage and flooding

We already have problems with drainage, sewage and flooding in the village, there has been sewage running down the street in Northorpe recently and people in the center of the village cannot flush their toilets when there is heavy rain due to the system backing up. 136 new houses in the village would cause serious problems. Recently we had the fire service pumping water from the village due to flooding. There is already a problem with accessing a doctor when needed due to the increased population in the area, dentists too are difficult to find. Both these sites are outside the existing village housing lines.

Increasing the housing population in the proposal by 136 houses will increase further a serious current problem relating to sewerage ,surface water drainage and flooding on the A15 and adjacent properties The main village road from the A15 heading west is single point of entry and exit for both developments .This road is currently used as a”rat run “ for HGVs and vans through to Manthorpe and beyond . In addition the 30 mph speed limit is continually broken in early morning and mid afternoon. This road format is one of continuous bends .roadside parking and a close proximity footpath Current access from the village on to A15 is restricted by continual congestion due to heavy traffic backed up by pedestrian crossing lights at Baston and Langtoft Road access to and from the sites is restricted and a dangerous risk to all traffic movements The proposal is in conflict with the Thurlby Parish Neighbourhood plan .In addition both sites are outside the village housing lines.

Will inevitably exasperate the already severely compromised sewage and surface water infrastructure to a position where repeat internal flooding will take place to houses that have previously flooded in Thurlby and most likely will cause further flooding to the new houses being built
Green field sites (Grade 2 Agricultural Land) and have never been previously developed, the development/s would create a severe impact to the traffic movements on the High Street
Residents at the lower end of the High Street have no alternative to park their cars on the road which effectively reduces the road to a single lane at all times and is also next to a bend with reduced visibility / congestion.
There is no footpath on the south side of the High Street which would mean pedestrians wanting to get to and from Elm Farm Yard development would have to cross the road in-between parked cars
It is extremely difficult to exit Thurlby onto the A15 throughout weekdays but especially in the morning and evenings due to a massive increase of traffic travelling south/north to and from Bourne
Traffic lights or a roundabout of some kind positioned at the Thurlby A15 crossroads may alleviate this issue but adding further traffic to this already severely overcrowded road simply does not work

The village infrastructure is in need of being upgraded before any more development is done. We have lived in the village for 18 years, observing changes to our environment and road safety. We have experienced a significant increase in flooding, requiring the need for fire services intervention. Local residents have also experienced some re-emergence of sewage waste. We have also seen flooding on the Rear of our garden. I am also concerned about traffic entering the village, we observe speeding along the High Street, also on the A15 despite the 40 speed limits. Although I appreciate new developments are needed, but infrastructure needs improvement and updated, before development.
I am now a senior citizen, with disabilities, and poor mobility, and experience, safety issues. Just crossing the High Street can become difficult. We also need a crossing, with traffic lights. This would help manage the safety of pedestrians and people who have disabilities. In the event of new construction, an additional need of new schools, additional medical facilities, and road improvements, for Emergency Services,Ambulances, Fire Engines, Policing, and provision for larger vehicles to access.

Difficult to get onto the A15 at certain times of the day, we take our lives into our hands as it is trying to get onto the A15 due to the heavy volume of traffic now coming out of Bourne.

1) In 2019 the residents voted by referendum, to keep building within the existing village housing lines, and was adopted and became part of the South Kesteven District Council Plan. Both these sites are outside the existing Village lines.

Sewerage/rainwater runoff system in Thurlby cannot cope with any additional pressure.
Not enough infrastructure to support additional housing.
Existing traffic congestion.
Fear for Dole wood, anymore footfall there and we will lose the magnificent yearly display of bluebells.
Afraid that increased population always mean’s increased crime, do we have the police to cope with this? there are many more reasons for this plan not to go ahead.
Please refer to the Thurlby Parish Neighbourhood Plan, South Kesteven District Council should use what was voted on in 2019 to help in its decision making.

Further housing may add to the village’s problems with drainage, sewage and flooding.
Thurlby roads are narrow and bendy and are already busy especially at school times, extra housing is going to acerbate this problem. Also the increased traffic will make it more dangerous pulling onto the A15.
The sites are both on old farmland and its change of use will impact on the village, local wildlife and the nearby ancient woodland famed for its bluebells.
Both sites are outside the existing village housing lines as agreed in this neighbourhood plan.
The sites are not within a substantially built up frontage and the proposals are at the edge of the village and they are not supported by the local community. Is there any evidence that they seek to address a specific targeted need for local housing, therefore they may fail to comp,y with Local Plan Policies SP3, SP4 and Neighbourhood Plan Policy TNP 10.
The proposals would be harmful to the character of the surrounding areas due to the fact that they are out of keeping with the surrounding areas. Do they comply with the Local Plan Policies DE1, SP3, SP4, TNP09 and TNP11.

Are these two sites ‘planned for’ by the Council, or is development desired by the landowners? “Identifying the right amount and location for new homes that are required”. By whom?
An additional 50 at Obthorpe Lane, and 50 at Elm Farm would make a significant imbalance to the rest of the village. Obthorpe Lane is a popular for recreation and importance access to SSSI Dole Wood.
Thurlby is ‘getting by’ with what it can offer. Any major developments would overwhelm this ancient village.

I trust these variations are in line with the Thurlby Neighbourhood Plan 2019 in particular TNP09, Page 35, where it particularly refers to unsuitable access, which I consider to be the case for the Elm Farm proposed access onto High Street. Is there sufficient space for a 2 lane road plus pedestrian footway on either side? Also the intention to the route traffic east along High Street to the A15 is complete madness. The junction onto A15 in a southerly direction, where most turn to join the road to Peterborough, which is where many people will be going to access the Railway Station, main Hospital and work opportunities. If the development is necessary why isn’t the access from the A15.

This site is in effect land-locked – no suitable access exists. Development of 50 dwellings would create unacceptable excessive surface water run-off into the drain, thus increasing incidents of flooding. The boundary dyke and High Street hedgerows are part of the existing green infrastructure of the settlement – both are wildlife corridors. This policy would not only further isolate this land-locked site from the village and community; it disregards NPPG, SK Planning Policy and Thurlby Neighbourhood Plan policies. The development would not be an asset to the community, it will drain resources and utilities to breaking point and will compromise the nature and character of the village – it should not be supported. Grade 2 – agricultural land should be retained. Elm Farm meets all the criteria for not developing this site, including major traffic impacts on village roads and the A15 and jeopardizing pedestrian safety. This site should be withdrawn from the site allocations.
