We support the allocation of SKPR-323. The site is wholly owned by the Buckminster Estate, and is both sustainable and deliverable. We attach an illustrative and indicative masterplan showing that it can accommodate the intended density.
We support the proposed pro-rata contribution towards the GSRR and any junction improvements to Gorse Lane/B1174 junction
The scheme should contribute towards the facilities within the SHGV

The proposed site allocation will be connecting to Marston Water Recycling Centre. Therefore, we recommend the following is included as a principle:
'Additional treatment capacity is required at waste water treatment works and new discharge permits are required for water quality targets. This should be incorporated early on in the development of scheme specifics, as part of a scheme wide delivery strategy which demonstrates that capacity is available or could be made available to serve the development subject to phasing'.

The extension of the development of Grantham to the South West of the town takes it away from St Vincents Ward.
However the feed road into Grantham is Spitalgate and South Parade putting more pressure on the McDonalds Junction if vehicles travel INTO Grantham. The traffic flow from this development will add to the cumulative impact of the other SQ developments in the area.
Again the Relief Road will help traffic leaving Grantham but the traffic from the new developments will impact on traffic entering the town centre.
The site is remote from the town with minimal existing local amenity.
Road upgrades are likely to impact on the rural character of local roads.
Where possible hedging and trees should be retained or replanted.
Pedestrian access and bus services are required along the route.

Land north of Gorse Lane (874 units)
New residential development will generate demand for sporting provision. The existing provision within an area may not be able to accommodate this increased demand without exacerbating existing and/or predicted future deficiencies. Therefore, Sport England considers that new developments should contribute towards meeting the demand that they generate through the provision of on-site facilities and/or providing additional capacity off-site. There is therefore a need for the development principles to include the provision of new sports facilities and playing fields within the site and/or contributions towards off-site provision.

Several of the proposed allocated sites are either adjacent to or have mixed deciduous woodland on site.
In particular: SKPR-323, SKPR-278, SKPR-280, SKPR-279, SKPR-278 and SKPR-247.
Recognized under the UK Biodiversity Action Plan as being the most threatened, requiring conservation action.
These are already small, fragmented woodlands which without careful mitigation could be affected by neighbouring developments.
Careful consideration should be given to these woodlands, including how they can be protected and enhanced, with improvements to habitat connectivity.
Paragraph 187b of the NPPF (December 2024) states:
“Planning policies and decisions should contribute to and enhance the natural environment recognising the intrinsic character and beauty of the countryside, and the wider benefits from natural capital and ecosystem services – including the economic and other benefits of the best and most versatile agricultural land, and of trees and woodland.”
Consider specifying the protection of priority habitats such as mixed deciduous woodland.
The Forestry Commission encourages local authorities to consider the role of trees in delivering planning objectives as part of a wider integrated landscape approach.
•Promoting the use of home grown timber used in construction as a sustainable building material, therefore reducing the embodied carbon emissions of new builds.

SKPR-323 - Land north of Gorse Lane, Grantham
The objection to the allocation of this site for residential development is principally related to the strategy of an over-reliance on sites at Grantham. Whilst Grantham is understandably a focus for development, the extent of existing allocations being carried forward and the scale of these allocations, in combination with additional proposed allocations in Grantham, threatens to undermine and constrain delivery.
It is apparent from the latest Annual Monitoring Report (for the period up to 23/24) that housing delivery numbers in Grantham is slow.
Recommendations:
1) Increase the size of the proposed housing buffer.
2) Allocate a range of smaller sites that are unconstrained by significant infrastructure. As part of this solution, Hazelton Homes (Midlands) Ltd promotes Land North of Cedar Drive, Bourne.

Proposed allocation of 874 Dwellings. Potential technical highways issues do to existing highways capacity constraints, such as carriageway widths and lack of pedestrian connectivity.
It would therefore be preferable to allocate a more even proportion of sites across the District to mitigate the risk of any under delivery.

We consider as these sites (SKPR-323 and SKPR-334) are to be brought forward via a comprehensive masterplan then these requirements (Transport Assessment, Travel Plan and Construction Management Plan) should be applied to both proposed allocations.
It is unclear where the proposed access points to the sites will be achieved from, the only indication is in seeking highways improvements to Gorse Lane therefore this suggests this will provide access to the sites. Gorse Lane is a country lane with no footpath on either side of the road and a give way priority bridge over the A1, therefore we do not consider access for amount of dwellings suitable at this location. Furthermore, no confirmation has been provided which would indicate a point of access is being sought from the GSRR which lies to the south of the SKPR-334 allocation or how this would then connect onwards to the further SKPR-323 site.

It is still unclear where the proposed access points to the sites will be achieved from. Welcome the polices to deliver a comprehensive master plan, supported by an agreed phasing plan. A Transport Assessment, Travel Plan and a Construction Management Plan, should be agreed with National Highways to identify the need for mitigation.
This site sits adjacent to the A1 trunk road; therefore, it will be subject to potential boundary impacts, such as drainage and geotechnical matters. Planning applications would also need to be accompanied by assessments which consider noise and air quality impacts from the adjacent A1 trunk road.
