Thurlby - Obthorpe Lane development
- Concern over flooding - current site is often flooded, fields provide necessary drainage.
- Concern over the road infrastructure - not built to handle the extra traffic produced if 150+ cars using daily, not wide enough to comfortably allow cars to pass each other, the existing dykes are essential as even with these there is regular flooding between the proposed site of development and dole woods
- Concern re impact on local wildlife and inevitable noise and dust pollution during building. Currently have nesting barn owls in our garden.

Obthorpe Lane is a narrow road, barely wide enough for two small cars to pass each other, and would be very difficult to widen between the proposed site and the High Street. The triangular junction with the High St has very restricted visibility. It is a difficult junction, not suitable for increased traffic volumes. For these reasons I do not believe that Obthorpe Lane is suitable for access to a large number of new dwellings. Access onto the A15, during the morning and evening commute, is already very difficult because of the volume of traffic both on the A15, and joining from Thurlby. A significant increase in the number of properties in the village would make this even worse. The Anglian Water sewerage pumping station near St Firmins church has very limited capacity and unfortunately already causes sewerage flooding of adjacent gardens. Increasing the number of properties dependant on this pumping station will increase the frequency and severity of such flooding.

The village has flooding problems due to run-off from the ground to the west and previous development. Infrastructure upgrades must be carried out BEFORE Further development is permitted
DE1/1c states developments should be integrated into the wider surroundings and SP2/3 infers developments that compromise the settlement's nature and character should not be supported. This development lays out of the village centre and completely alters the nature of Obthorpe Lane, the main pedestrian route for those visiting Dole Wood. Commuter traffic would be routed via High Street (already congested at peak periods) or along Obthorpe Lane (unsuitable for high traffic volumes).

Why Assumed Density :30 dwellings per hectare and not approximate density 25 dwellings per hectare as in above Elm Farm? Include no vehicle access from the High Street, only pedestrian. The site shown is in a very low area of ground with risk of flooding from the drain on the southern boundary. Situated on a narrow road into the open countryside beyond the existing built houses boundary of the village. The development will be very close to the historic land know as The Pingle as well close to an SSSI site, Dole Wood. This site is not suitable for a development of 86 dwellings.

The A15 is already at breaking point, more houses would make the road extremely dangerous.
Drainage issues in the village due to a not fit for purpose sewage system.
Natural underground springs and very high water table causes flooding all through the village when there is significant rain.
What was the point of the Thurlby neighborhood plan, this was to stop building outside existing village housing lines.
Infrastructure for example doctors ,dentist the school is already at capacity,
Destruction of our rural landscape, site of scientific interest, ancient woodland is less than a mile away
Detrimental impact on wildlife.

unsuitable road access to sites, increased traffic on high street, making it difficult to exit my drive and then to get on the A15 increased risk of flooding. My street already has drainige issues, thie site willl only compaund the issue. This site is old farmland and this change in policy will only add to the desstruction of our rural landscape.

In 2019 the residents voted to keep building within the existing village housing lines in the Village referendum on the Thurlby Parish Neighbourhood Plan. This means that South Kesteven District Council should use this Neighbourhood Plan to help decide planning Applications in the Thurlby Parish area and it has became part of the adopted South Kesteven District Council Local Plan. This site is outside the existing village hosing line as agreed in the Neighbourhood plan and should therefore not be allowed.

The village suffers from poor drainage which causes flooding and sewage outflows. Having more vehicles joining the A15 will cause massive problems and will end up in further accidents etc. There is need for a bypass round Thurlby, Northorpe and Bourne if more properties are to be built the A15 needs to bypass the area. More houses = more people = road chaos. There are plenty of empty properties in Elsea Park1 why build more properties? This is against the Thurlby Parish Neighbourhood plan. There is not enough infrastructure ie Doctors, Dentists etc to cope with another 136 properties.

SKPR-56 Thurlby.Housing on Obthorpe Lane will exacerbate issues with flooding, drainage & sewerage. This winter has seen severe flooding just beyond current houses on the lane despite work in the village. Getting onto A15 will be more time consuming. No suitable access to Obthorpe Lane. Vehicles come into village at speed here despite limits. 2019 it was agreed to keep new housing within existing village housing lines which these sites are outside. This site is good, productive farmland which is reducing locally. Considerable impact on local wildlife and ancient woodland in the area.The site appears to absorb paddock access.

I object for the following reasons
1- this is a narrow country road that cannot sustain extra traffic. Already if A15 blocked this road is used as cut thru. speed limits are ignored and it becomes dangerous to leave drive. Extra traffic regularly would make life impossible.
2 - there are less than 20 homes down this country lane and to add more than four times this would cause huge problems with already struggling drainage and sewerage

I strongly object to this proposal as Thurlby has a Neighbourhood Plan which does not include this proposal area. It is outside of the Plan! Thurlby cannot cope with additional housing as the infrastructure is simply not in place. Currently we suffer with flooding, issues with drainage and sewerage problems too. The pipework is just not good enough. There is also a big lack of new roads to support transport and insufficient doctors surgeries, dentists and schools. Building on the farmland will destroy the village landscape and will impact heavily on wildlife.

Thurlby has poor drainage and sewage infrastructure. The village is underlain by clay soil with infrastructure (originally installed in 1961) that was not designed to support the number of properties in the village. Water cycle studies have confirmed that Thurlby is a high risk for surface water flooding, evidenced the village flooding (most recently in January 2024) and backup sewage issues.

Thurlby already suffers from a high volume traffic, with challenges with exiting the village, particularly joining the A15. The proposed development will exacerbate current traffic issues.
Thurlby is a rat run and village becomes blocked when issues with A15.

We already have significant flooding and drainage issues in the village. More houses will exacerbate the problem. These sites are outside the village housing lines as agreed in our 2019 Thurlby Parish neighbourhood plan which is part of SKDC local plan. We do not need more traffic in the village as it’s used to divert off of the A15 already in times of need. There is not enough infrastructure to cope with more housing. Rather than building more, perhaps the council ought to look at fixing what is wrong first. I.e. drainage and flooding issues.

Obthorpe Lane after the current housing is a single track road and cannot support any further traffic load.
The current main drainage at times of heavy rain fall is not capable of taking any additional capacity.
Further traffic entering the A15 from the High Street will increase the possibility of accidents certainly at peak times particularly when turning right across the flow.
This development will only add to the strain on all local health services.

I object to the amount of traffic this site would generate exitting onto Obthorpe Lane all day ,every day. Obthorpe lane is little more than a single track lane with ditches either side and no passing places.It is completely unsuitable as a site access road.There is a dip in the road and traffic would be pulling out of the site blind to oncoming traffic.
The traffic noise would destroy the peace of the countryside and affect wildlife. Sewage and drainage system inadequate for more houses.

Obthorpe Lane is in an atrocious condition and totally unsuited to extra heavy traffic.
Traffic access to A15 is already dangerous and waiting lengthy both at Thurlby, Northorpe and Obthorpe crossings.
Goes against village planning plan as democratically voted in 2019 and adopted by SKDC.
Drainage and sewage is terrible and flooding is regular.

- Obthorpe Lane is in theory a single track road, so not suitable for the use as an access road for the proposed development.
- Already known area of flooding.
- Additional traffic leaving the village, will add to the already congested A15 during work commuting hours making junctions in the village difficult and dangerous to join, especially turning right towards Market Deeping.
- Obthorpe Lane is an area used regularly by walkers as an area of Natural beauty with numerous species of wildlife.
