1) In 2019 the residents voted by referendum, to keep building within the existing village housing lines, and was adopted and became part of the South Kesteven District Council Plan. Both these sites are outside the existing Village lines.
2) The local infrastructure for sewers, drainage and flooding are under considerable strain
3) Traffic management already a major problem
4) Speeding much reported and very rarely monitored by camera
5) Unsuitable roads to access the proposed 2 sites
6) The local schools, doctors and dentists are already under considerable strain
7) Developments will be in directly affected by water running off the hill
8) Local wildlife and the rural environment we enjoy in the area will be impacted.

Sewerage/rainwater runoff system in Thurlby cannot cope with any additional pressure.
Not enough infrastructure to support additional housing.
Existing traffic congestion.
Fear for Dole wood, anymore footfall there and we will lose the magnificent yearly display of bluebells.
Afraid that increased population always mean’s increased crime, do we have the police to cope with this? there are many more reasons for this plan not to go ahead.
Please refer to the Thurlby Parish Neighbourhood Plan, South Kesteven District Council should use what was voted on in 2019 to help in its decision making.

Further housing may add to the village’s problems with drainage, sewage and flooding.
Thurlby roads are narrow and bendy and are already busy especially at school times, extra housing is going to acerbate this problem. Also the increased traffic will make it more dangerous pulling onto the A15.
The sites are both on old farmland and its change of use will impact on the village, local wildlife and the nearby ancient woodland famed for its bluebells.
Both sites are outside the existing village housing lines as agreed in this neighbourhood plan.
The sites are not within a substantially built up frontage and the proposals are at the edge of the village and they are not supported by the local community. Is there any evidence that they seek to address a specific targeted need for local housing, therefore they may fail to comp,y with Local Plan Policies SP3, SP4 and Neighbourhood Plan Policy TNP 10.
The proposals would be harmful to the character of the surrounding areas due to the fact that they are out of keeping with the surrounding areas. Do they comply with the Local Plan Policies DE1, SP3, SP4, TNP09 and TNP11.

My objections are
1) Problems with drainage, sewerage + flooding issues
2) Increased traffic flow in a narrow Obthorpe Lane + unsuitable road access to site from this road
3) On 2019 residents voted to keep building within ensure village housing lines in the village housing lines in the village referendum on the Thurlby Parish Neighbourhood Plan. This site is outside the ensuring village housing lines as agreed.
4) Sites near by to ancient woodland and detrimental to local wildlife
5) Lack of appropriate infrastructure to support housing development
6) Added problems at A15 junction and lack of appropriate pedestrian crossing for safety.

Major infrastructure would be required.
Are these two sites ‘planned for’ by the Council, or is development desired by the landowners? “Identifying the right amount and location for new homes that are required”. By whom?
Obthorpe Lane is an agricultural field not a Brownfield site.
Development must consider the effects of additional vehicles using the Lane.
Development of this site would push a large number of properties into open countryside. An additional 50 at Obthorpe Lane, and 50 at Elm Farm would make a significant imbalance to the rest of the village. Obthorpe Lane is a popular for recreation and importance access to SSSI Dole Wood.
Thurlby is ‘getting by’ with what it can offer. Any major developments would overwhelm this ancient village.

With the Obthorpe Lane site, on grade 2 agricultural land, most traffic would no doubt turn left on exiting the site, to travel along a country lane, suitable for single traffic with poor passing places and totally unsuitable for any increase to the volume of traffic. We have also had several incidents of localised flooding, in the lower part of the village, due to inadequate water infrastructure.

This site bares little relationship to the existing settlement. Any development at this location would stretch the infrastructure of the village to breaking point.
A public right of way does not run along the eastern edge of the site. Pedestrian connections are unlikely to be a viable option.
Access to this site for 86 dwellings from Obthorpe Lane is unrealistic and impractical.
Views from the open countryside approach roads and PROW would be lost. Boundary treatment would have a detrimental impact on the local character and distinctiveness of Thurlby.
Development will create unacceptable excessive water run-off into the drain and increase incidents of flooding.
Thurlby Neighbourhood Plan contains policies to protect the landscape setting and views of the village and the Character Assessment highlights and illustrates many of these views from PROW and roads.
Any development would take prime farmland out of production.
This field should be withdrawn from the site allocations.

This site is not supported by Thurlby Neighbourhood Plan (TNP). The relationship of the proposed site to the existing layout is demonstrated in Figure 151 of TNP and the site is out of character.
The built lane from the south provides an important Gateway to the village. This feature has not been recognised in the development principles which accompany the application. Another important feature not recognised in the development principles is the existence The Pingle (Fig155), which lies at the southern curtilage boundary on the western side of Obthorpe Lane.
The proximity of the proposed site to Dole Wood SSSI is of major importance.
The scale of this proposal ignores the TNP09 principles.
Proposal conflicts TNP10 due to:
• There is no identified housing need in Thurlby
• Proposal is beyond the existing village curtilage.
• Loss of Grade 2 classified land
.•The sewerage and highways infrastructure cannot support the existing properties
.•Insufficient employment opportunities to locally support this expansion
The Local Plan Review fails to address the South Kesteven Net Zero targets as people will travel further to find employment and services Thurlby cannot cater for.
