Regulation 18 Draft Local Plan

Representation ID: 1133

Received: 24/04/2024

Respondent: Michael Austin

Representation Summary:

Infrastructure cannot cope already - flooding, sewage and drainage are already problems.
The site has totally unsuitable road access - village lanes are not suitable for 136+ extra vehicles. Drivers, villagers, SKDC waste disposal lorries and the LCC Highways depot vehicles already have problems with the village being a shortcut - and even more so when the A15 traffic is diverted
The extra traffic will cause more danger pulling onto the busy A15, as drivers get impatient (it's already dangerous) - or it will rumble past a historic woodland site.

SKPR-56. Objection to new builds sites in Thurlby. Increased pressure on existing problematic drainage, sewage and flooding. Increased traffic entering A15. Unsuitable access to Elm Farm site. Insufficient infrastructure such as doctors, dentist and schools. Destruction of rural landscape. This village cannot cope all the above already let alone another 136 dwelling to compound existing issues.

Respondent: Allison Homes

Agent: Boyer Planning

Representation Summary:

Through the development of this site, there is the opportunity to create a well-connected development with the existing settlement of Thurlby. Additionally, there will be the opportunity to improve the access and Obthorpe Lane through criteria b of the new policy.

The site identified in Thurlby is capable of delivering sustainable development and Allison Homes are committed to bringing this site forward in a timely manner. The emerging allocation provides confidence that Thurlby is suitable for additional growth over the plan period

Within these representations, we have been able to show that Thurlby and Northorpe is a sustainable location for growth, with this site being a suitable option which is deliverable and readily available for residential development, which can provide benefits for both current and future residents.

Respondent: Mrs Emma Bailey

Representation Summary:

My reasons are: this is old farmland and there are plenty of brownfield sites to develop; it would have a significant detrimental effect on local wildlife; proximity to ancient woodland; it would add to the existing drainage and flooding issues in the village; the level of traffic in the village already makes it difficult/unsafe to pull out onto the A15.

Cause a greater flood risk
Impact on the rural landscape
Be detrimental to local wildlife and woodland.
Cause increased traffic which is currently already out of control on the High Street, with extremely poor access routes.

Representation Summary:

I came to live in this lovely peaceful village 20+ years ago.
In that time there hasn't been too much building of houses.
However, I see proposals of over 100 new houses to be possibly built. I object. This will tip our lovely village into being a much bigger , busier community. I did not come to live here to be in that kind of environment. We already have issues with flooding and other impactful problems. Building a large number of dwellings will only compound these problems.

Representation Summary:

1. I am concerned about increased traffic on Obthorpe Lane for which there is no appropriate access.
2. There will be a negative impact on the Dole Wood protected area - one of the best spots for wildlife in South Lincs and one I have enjoyed my whole life.
3. Current drainage is insufficient and the proposed development will make this worse.
4. The consultation period has been poorly managed. Despite being residents we were not leafleted on this consultation. The portal is not a user friendly way to gather comments.

Representation Summary:

Flooding on a regular basis only occurred since Chapel Lane estate was built. The surface water is not draining and can be 6” deep flowing fast. Does not make sense to add more housing, stretching the sewage systems even further. School, Doctors, Dental practices at full capacity. Concerned that more green field development is being considered. Thurlby is transitioning from rural area to urban sprawl. Please do not build any further housing here. It will certainly not be for the benefit of Thurlby residents.

Respondent: Alan Garner

Representation Summary:

Further housing within the village of Thurlby will increase traffic flow particularly exiting onto the A15 and make it very dangerous. There is insufficient infrastructure, doctors, dentists, schools etc to support further housing in Thurlby. In 2019 residents voted to keep building within the existing village housing lines. This means that SKDC should use this Neighbourhood Plan to help decide planning applications in the Thurlby area. The above proposals are outside the existing village housing lines. The sites are farm land and this change in policy will add to the destruction of our rural landscape with consequent detrimental impact on local wildlife. We would urge the planning applications to be rejected.

Respondent: Anthony Burke

Representation Summary:

136 new houses represents something like 180 to 200 additional cars using the narrow roads in the villages. The roads are narrow and not designed for heavy traffic usage. The new houses would place unrealistic loads on the present sewage, flooding and drainage situations. The additional traffic would make access to the A15 even mor difficult than it is at present – particularly during the “rush hours”. Inadequate and unsuitable access. Insufficient infrastructure to support such an increase in the population. i.e. Doctors Dentists, Schools and Shops. The site proposals breach the Neighbourhood Plan and therefore must be rejected. These sites are old farm land and this change of policy will be detrimental to our Rural Landscape. In addition to this, the scheme will be detrimental to wildlife in the immediate vicinity and within the ancient woodland of Dole Wood.

Representation Summary:

I object to the above planning applications as a resident of Thurlby. My reasons are
1. both these applications are outside the existing village housing as set out in the Neighbourhood plan voted on in the 3019 village referendum.
2. there us no suitable access to both these sites.
3. access onto the A15 will be more hazardous.
4. the houses will add to the already overstretched drainage and sewage systems.
5. it involves taking agricultural land out of use at a time when we all realise we have to be more self-sufficient and grow what we need rather than importing food.
6. where will the extra doctors, schools ,dentists and care homes needed for a population increase come from when all these ate already in short supply? I object most strongly to this development.

Any further development in Thurlby and Northorpe will
i)exacerbate the existing problems with drainage , sewerage and flooding
ii) exacerbate traffic issues joining the A15
ii) add to pressure on currently inadequate infrastructure eg doctor, dentist, schools.

In particular road access to the sites is unsuitable. Obthorpe Lane is unsuitable for heavy goods vehicles eg delivery trucks etc . Furthermore the mains water pressure along Obthorpe Lane is already inadequate

Strongly object to 136 new houses to be built in thurlby,re SKPR-277/SKPR-56
Our main objection is drainage/sewage problems
Also traffic on A15,overstretching the infastructure ,the expansion is beyond the village boundary.
This is not old farm land but green agriculture land an should not be used for housing

Representation Summary:

Thurlby already has issues due to the number of vehicles on the road, two housing developments on patently unsuitable sites will further exacerbate this inevitably increasing accidents on the A15 junction. Additionally with very little infrastructure and services, and those in Bourne (doctors/dentists) are already significantly over subscribed. Nor does it have employment opportunities. Adding 140 houses will increase the population dramatically, irrevocably changing the character and relegating it to being a suburb of Bourne. The fact prime agricultural land is being repurposed in a time of increased geopolitical turmoil we should be aiming for more self sufficiency, not less!

Site is outside existing village housing lines, as agreed in Thurlby Parish Neighbourhood Plan and the adopted South Kesteven District Council Local Plan. There is nowhere near sufficient local infrastructure to support this further housing in Thurlby, with flooding, drainage, power problems long existing. Unsuitable rood access. Representation Summary:

We already have problems with drainage, sewage and flooding in the village, there has been sewage running down the street in Northorpe recently and people in the center of the village cannot flush their toilets when there is heavy rain due to the system backing up. 136 new houses in the village would cause serious problems. Recently we had the fire service pumping water from the village due to flooding. There is already a problem with accessing a doctor when needed due to the increased population in the area, dentists too are difficult to find. Both these sites are outside the existing village housing lines.

Yet more flooding drainage and sewage issues!!

Goes against the 2019 village planning referendum adopted by SKDC and agreed housing lines.

Total detrimental change of remaining rural village character!

Yet more (after elsewhere park) huge pressure on infrastructure and the nightmare of obtaining doctors, dentists, appointments, school places and hospital and care home beds.

Representation Summary:

Firstly, Thurlby and Northorpe do have an adopted Neighbourhood Plan.
1. No reference to this has been mentioned.
2. It does not allow for the type of development detailed as SKPR-56 -Land at Obthorpe Lane
a. This site will add to the already chronic traffic issues we have throughout the village. Obthorpe Lane is, in itself, way too narrow to take any increase of two-way traffic.
b. The village already has issues with sewage and flood water and this particular development will only exacerbate the situation.
c. This is also reasonable arable land and, as such, should not be used for housing.
3. The existing application that was in the original Local Plan, SKPR-277, is unfortunately also going to create the same issues. However, this was allocated prior to the adoption of our Neighbourhood Plan and would appear to be a 'done deal'.

OBJECTION SKPR-277 (LV-H12) & SKPR-56 THURLBY (Both proposals for the same field with separate access's)
Arable land in current use not "Brown Field".
Access from High Street is difficult for ordinary vehicle and impossible for emergency vehicles because of the narrow width of High Street and constantly parked residents cars.
Access from the High Street via the Youth Hostel would entail demolition of the Building.
Access from / to Obthorpe Lane is unfeasable due to the narrowness of the road and the proximity of the dyke.
Infastructure: further housing would cause problems with drainage & sewage.

Representation Summary:

Increasing the housing population in the proposal by 136 houses will increase further a serious current problem relating to sewerage ,surface water drainage and flooding on the A15 and adjacent properties The main village road from the A15 heading west is single point of entry and exit for both developments .This road is currently used as a”rat run “ for HGVs and vans through to Manthorpe and beyond . In addition the 30 mph speed limit is continually broken in early morning and mid afternoon. This road format is one of continuous bends .roadside parking and a close proximity footpath Current access from the village on to A15 is restricted by continual congestion due to heavy traffic backed up by pedestrian crossing lights at Baston and Langtoft Road access to and from the sites is restricted and a dangerous risk to all traffic movements The proposal is in conflict with the Thurlby Parish Neighbourhood plan .In addition both sites are outside the village housing lines.

Regulation 18 Draft Local Plan

Respondent: Mr Simon Toulson

Representation Summary:

Will inevitably exasperate the already severely compromised sewage and surface water infrastructure to a position where repeat internal flooding will take place to houses that have previously flooded in Thurlby and most likely will cause further flooding to the new houses being built

Green field sites (Grade 2 Agricultural Land) and have never been previously developed, the development/s would create a severe impact to the traffic movements on the High Street

Residents at the lower end of the High Street have no alternative to park their cars on the road which effectively reduces the road to a single lane at all times and is also next to a bend with reduced visibility / congestion.

There is no footpath on the south side of the High Street which would mean pedestrians wanting to get to and from Elm Farm Yard development would have to cross the road in-between parked cars

It is extremely difficult to exit Thurlby onto the A15 throughout weekdays but especially in the morning and evenings due to a massive increase of traffic travelling south/north to and from Bourne

Traffic lights or a roundabout of some kind positioned at the Thurlby A15 crossroads may alleviate this issue but adding further traffic to this already severely overcrowded road simply does not work

Representation Summary:

The village infrastructure is in need of being upgraded before any more development is done. We have lived in the village for 18 years, observing changes to our environment and road safety. We have experienced a significant increase in flooding, requiring the need for fire services intervention. Local residents have also experienced some re-emergence of sewage waste. We have also seen flooding on the Rear of our garden. I am also concerned about traffic entering the village, we observe speeding along the High Street, also on the A15 despite the 40 speed limits. Although I appreciate new developments are needed, but infrastructure needs improvement and updated, before development.
I am now a senior citizen, with disabilities, and poor mobility, and experience, safety issues. Just crossing the High Street can become difficult. We also need a crossing, with traffic lights. This would help manage the safety of pedestrians and people who have disabilities. In the event of new construction, an additional need of new schools, additional medical facilities, and road improvements, for Emergency Services,Ambulances, Fire Engines, Policing, and provision for larger vehicles to access.

Proposed sites our outside the existing village housing lines, as agreed in this Neighbourhood Plan.

Both sites are old farmland and this change in policy will add to the destruction of our rural landscape and would also have a detrimental impact on the local wildlife.

The proposed site on Obthorpe Lane is in the proximity of ancient woodland, Dole Wood, which attracts numerous visitors to the village every year. Building an additional 86 houses on this site will create a huge disruption to the current road, access and again impacting on the current wildlife and landscaping.

Further housing will add to the village’s already problematic drainage, sewerage, and flooding issues.

Increased traffic on High Street and Obthorpe Lane which are already used as a Thorofare and racing track for some incompetent drivers.

Unsuitable road access to both sites.

There isn’t enough local infrastructure to support further housing Thurlby.

Flooding and drainage issues have become pretty much unmanageable.

Difficult to get onto the A15 at certain times of the day, we take our lives into our hands as it is trying to get onto the A15 due to the heavy volume of traffic now coming out of Bourne.

Both proposed sites are unsuitable due to the unsuitable road access.

There is currently insufficient infrastructure to support further housing in Thurlby.
