The proposed site allocation will be connecting to Marston Water Recycling Centre. Therefore, we recommend the following is included as a principle:
'Additional treatment capacity is required at waste water treatment works and new discharge permits are required for water quality targets. This should be incorporated early on in the development of scheme specifics, as part of a scheme wide delivery strategy which demonstrates that capacity is available or could be made available to serve the development subject to phasing'.

The travelling community is an important and welcome part of our town. The scrap metal collection service provided is very popular with local residents.
They are currently largely crammed onto a site on South Parade.
Whilst I welcome the consideration of traveller community, I am concerned that the District is proposing to place travellers, who will likely live in static caravans or mobile homes, near the A1.
They should have the same access to public transport, medical facilities, shops and schools as other families.
A number of travellers/gypsies also have horses and traps.
Proper official sites with amenities and landscaping could/should be provided.
Traveller children go to our local churches and attend our local schools. There are no nursery or primary schools in that vicinity and the development is not large enough to attract on site provision. Traveller children have issues attending school due to their mobility and they need as much support as possible accessing education.
I believe the site allocated is too far from other facilities with route options in the area being limited, especially given many families are on very low incomes and may not have their own cars.

This proposed site lies nearby to Harlaxton Wood (LWS, Ancient Woodland). Although not directly adjacent, air/water borne pollution from development here may pose a risk to Harlaxton Wood, and should therefore be considered prior to submission of any planning applications.

HIA required prior to allocation particularly in relation to Harlaxon RPG considering long, designed views from within the designed landscape. Archaeological assessment to be included. Views out of the high ground at the north-west of Harlaxton RPG towards site in particular. If acceptable to be taken forward, screening may be required to the west of proposed site allocation.
Whilst criteria h) is welcomed, following assessment a more detailed / amended criteria may be required if taken forward.
Suggested change: A HIA is required prior to allocation; following which amendments to criteria h) may be required on which HE would be happy to assist.

we consider the assessment outlines issues with the deliverability of the scheme and that additional work should be undertaken to demonstrate the site can come forward for development without serious impact to the SRN and a suitable access has not yet been demonstrated as achievable from Gorse Lane. We therefore consider the proposed allocation should be postponed and alternative sites brought forward to address short term growth needs.

We consider as these sites (SKPR-323 and SKPR-334) are to be brought forward via a comprehensive masterplan then these requirements (Transport Assessment, Travel Plan and Construction Management Plan) should be applied to both proposed allocations.
It is unclear where the proposed access points to the sites will be achieved from, the only indication is in seeking highways improvements to Gorse Lane therefore this suggests this will provide access to the sites. Gorse Lane is a country lane with no footpath on either side of the road and a give way priority bridge over the A1, therefore we do not consider access for amount of dwellings suitable at this location. Furthermore, no confirmation has been provided which would indicate a point of access is being sought from the GSRR which lies to the south of the SKPR-334 allocation or how this would then connect onwards to the further SKPR-323 site.

The proposed amendment to SKPR-334 from a strategic employment allocation under adopted Policy E1 to residential dwellings and traveller pitch provision is neither justified nor supported by a robust evidence base. The absence of up-to-date and studies on employment land demand and traveller accommodation needs undermines the soundness of the Regulation 18 consultation and prevents effective scrutiny of the evidence base.
Its reallocation to non-employment uses would weaken Grantham Southern Gateway’s strategic importance, undermine the Council’s stated vision and strategic objectives for economic development, and fail to make best use of substantial investment in infrastructure.
Concerns are also raised with regard to the positioning of SKPR-334 as a “new allocation”, failing to recognise the wider land allocated under adopted Policy E1.
The proposed traveller pitch provision on the land west of the A1 is also not appropriately located, furthermore, the provision of 20 pitches is inconsistent with established best practice guidance.
SKPR-334 cannot be considered positively prepared, justified, effective, or consistent with national policy, and are therefore unsound. It is recommended that the site should remain allocated for strategic employment uses in line with the adopted Local Plan Policy E1, and that alternative, more suitable sites should be identified to meet the District’s housing and traveller accommodation needs.

This site should be supported by a Transport Assessment, Travel Plan and a Construction Management Plan and be agreed with National Highways to identify the need for mitigation.
This site also sits adjacent to the A1 trunk road, therefore it is likely to be subject to potential boundary impacts, such as drainage and geotechnical matters. Planning applications would also need to be accompanied by assessments that consider noise and air quality impacts from the adjacent A1 trunk road.
