As a civil engineer I I am concerned about the existing drainage issues in Thurlby, and more houses is only going to make this worse. I would be interested to know if anglian water have agreed to let you discharge more sewage into the existing sewers in Thurlby. Also the traffic is already quite bad in particular the high street and a15 junction, also the traffic this development will add will only make this problem worse.

The traffic going through Thurlby is already heavy and it is difficult to turn out from High Street onto the A15 at peak times. Whenever there is a period of heavy rain, the drains quickly back up and some houses regularly flood. Similarly, the sewage system is already overloaded after a lot of rain, meaning there can be raw sewage on the road and our toilets back up. Thurlby doesn’t have the capacity for more houses, people, cars, with the current infrastructure.

Vehicular access via Obthorpe-Lane creates multiple safety issues. The majority of traffic, particularly rush-hour, will be Peterborough-bound. All such vehicles will turn left, down the SINGLE-TRACK joining A15 within a 60mph limit, being the quickest most direct route, increasing numbers of vehicles doing so by dangerously high multiples, all turning right, across the carriageway which is faster than that North of Thurlby prior to reduced speed-limit (anyone Northbound will access A15 via village)
I'm aware of single-dwellings denied on this road for this very reason. Potentially 100 additional cars, multiple journeys daily. Add walkers from the village accessing Dole Woods.

I object to these plans as our green spaces should be cherished and protected especially with the substantial amount of new housing already being erected in other areas of this and neighbouring counties. Thurlby is a small village and not equipped for this amount of new housing. It will have a debilitating effect on traffic, and facilities such as doctors and dentists in Bourne and potentially Deeping (who are already fighting their own housing development battle), as there will be an influx in new patients which these small practises will struggle to manage.

The proposed expansion would increase the population density of the small village significantly without consideration of the impacts to local services and infrastructure. Thurlby Primary School is at capacity, the nearest nurseries are in Bourne, local GP surgeries are at capacity and there’s no NHS dentist taking on new patients. Considering the expansion of Bourne and Market Deeping this really will compound the issue putting too much pressure on local services and infrastructure. Traffic would increase significantly on roads that have already had fatal accidents, making access worse and increase risk of more tragedies. Safe access needs to be considered

There is no clear access to this site except from the A15. Access to the High street will complicate the lower end of the High street where cars park down one side of the road narrowing it to a single file road for sections. It is already difficult to turn right (Southbound) onto the A15 from the High Street and the new estate will increase traffic trying to access the A15 from the High Street and make an existing problem worse.
Sewage disposal at this end of Thurlby is already at maximum capacity and cannot cope with the additional houses.

Current rainwater drainage in the High Street is insufficient and often overflows in heavy downpours. Obthorpe Lane is too narrow for additional traffic and existing residents should not loose part of their properties for any widening. Currently insufficient school places and no plans to address this issue. Bottleneck’s at peak times with traffic trying to get onto the A15 both at Thurlby and Northorpe junctions any further developments would only make this worse.

We currently have poor road conditions, so not have the school system to support, local town is over subscribed with doctors and dentists. In the village we see significant issues with flooding. Accessing the A15 in the mornings is already difficult adding more houses will contribute to making this worse. If there is an accident on the a15 these roads become congested causing further issues. The road is a single road and struggles with passing cars.
The village isn’t equipped to deal with more houses and more cars.

The access location is not suitable. High Street is a narrow road. There is poor visibility looking east where there are always parked cars resulting in single lane traffic.

The area is a valuable wildlife corridor. Hedgerows and trees will be destroyed.

The views from the current housing will be blocked, resulting in lower house prices.

I object to the proposed 50 dwellings at Elm Farm Yard. This site extends the village into open countryside and would harm Thurlby’s rural character. Although there is a pedestrian crossing on the A15, the road remains 40mph and very busy, making pedestrian access to facilities across it unsafe, especially for children and older residents. Traffic from the site will add further pressure to already dangerous local junctions. Combined with the Obthorpe Road allocation, this level of growth would overwhelm village infrastructure: the small primary school, limited services, strained drainage, and the site’s location within a Green Infrastructure Area.

The proposal Is totally inappropriate for the village of Thurlby and ignores the village plan that was approved by the residents just a few years ago. That made it clear that any future development in Thurlby would be restricted to small infilling projects. The proposed housing would put a strain on the local infrastructure: the roads would become busier, especially High Street and its junction with the A15; and the sewerage and rainwater drains which are already overloaded would not be able to cope. This development proposal should not be approved.

Closing comments:
Given the above concerns, I urge SKDC to remove SKPR56 and SKPR277 from the Draft Local Plan. However, should the proposals be taken forward, it is imperative that:
•The layout and design of any new homes are carefully considered to respect the village’s character and heritage as well as residents’ and paddock users’ enjoyment of their private property.
•Infrastructure improvements (particularly in drainage, education, and highways) are secured and delivered before development begins.
I remain committed to working with the District Council and local stakeholders to ensure that any future development is sustainable, appropriate, and community-led. Please add me to your consultation list and ensure I am kept involved at every stage of the process should the site move forward. More consultation with the people is needed
