Proposed Housing and Mixed-Use Site Allocations

Representation ID: 3346

Received: 25/08/2025

Respondent: Mrs Evonne Olverson

Representation Summary:

50 new houses would equate to approximately 100 cars extra cars belonging to the new residents in the village. Adding to the highly congested traffic already trying to get in/out on the Thurlby A15 junction. Several parked cars on the High Street outside the council houses and the new entrance to the building plot create a dangerous 'slalom' for moving traffic and this would get worse. More cars would then use Obthorpe Lane to avoid the junction, a narrow potholed country lane which does not have room for 2 cars to pass, frequented by pedestrians and dog walkers -dangerous.

Representation Summary:

Does not meet with the Thurlby Parish Neighborhood Development Plan 2018- 2036 adopted by SKDC March 2019 namely TNP09. The main issues are the loss of agricultural land, extension into open countryside, development size, and the current inadequate sewerage system. Sewage often overflow through manhole covers on to Church Street and adjacent properties with raw sewage running down the road. Anglian Water provide tankers to clear the issue. A High Street access will only increase traffic difficulties at the busy A15 junction. A direct A15 connection would be better. The local school and doctors are already at capacity.

Representation Summary:

Further expansion of the village would create a very dangerous situation at the A15 crossroads where it is already almost impossible to safety exit the village at busy times. It would also increase the danger on Swallow Hill where excessive speeding from drivers is commonplace. Any further development of the village will put lives at risk because of the road network here.

Respondent: Mr Jon Sandall

Representation Summary:

My objections for this and SKPR-56:
-Thurlby school is vastly over-subscribed. Extra houses could add upwards of 150 children with no school places available.
-The drain/sewage infrastructure is woefully inadequate (eg. raw sewage seen near the outdated pumping station. More houses will clearly add to the problem.
Specific objection to Elm Farm:
-Access to High Street will be on a bend, already a busy road with numerous parked cars. More sensible (if we are forced to have new houses) to have access on A15.
As a general point, Thurlby is already a 'large' village, why do we need more houses?.

Representation Summary:

Housing on High Street will exacerbate flooding, drainage & sewerage issues. Current problems with leaks during this very dry period. Joining A15 is difficult and if there is another junction direct onto A15 the accidents already experienced will increase. No suitable access to High Street. The infrastructure in the village is limited: small shop/post office, 2 churches, primary school, vet and pub. This is good, productive farmland which is reducing locally. Considerable impact on local wildlife and ancient woodland in the area particularly with litter and dog walkers.

Representation Summary:

I object to the proposed development as I live directly opposite the proposed entrance to the SKPR -277( LVH12) site. My entrance is on a blind bend (left and right) and my leaving and entering will be seriously affected by up to 100 vehicles using the new entry daily. I understand that the sewage is at full capacity so where will the extra 136 houses sewage go?

Respondent: Mr David Reeves

Representation Summary:

I object to this proposal as the site will create 1) additional traffic on the High St in Thurlby and on the A15 which are both far too busy already 2) an unsafe entrance and exit to the site from the High St in Thurlby 3) additional pressure on local resources especially water and sewer systems 3) change the nature of the village which is quiet and crime free to a small town with attendant social problems.

Respondent: Mrs Catherine Hebborn

Representation Summary:

I object to the proposal as follows:
1The site entrance for approx 75 more cars onto High Street (a narrow road) will not be good.
2 The village school with be put under stress as will facilities in Bourne: Secondary schools, primary schools, Doctors, Dentists etc
Bourne already has plans for many hundred new houses itself.
This together with Obthorpe Lane proposal SKPR-56 will add 136 new houses to Thurlby. Potentially 168+ cars to access a already busy A15.

There is insufficient infrastructure in place to support a development of this scale. The local area would be negatively impacted by any such development and therefore must not go ahead.

Too narrow for safe access to site onto High Street.

Representation Summary:

SKPR-277 (LV H12) is unsuitable. Majority is greenfield. Insufficient access / egress onto the High St -parked cars and bends poor visibility, vehicles accelerate past parked cars to avoid stopping on High-street - inevitable that further accidents will occur. No path on south of High Street, pedestrians crossing at a point of poor visibility. See pics of flooded Elm Farmyard - ditch on southern boundary overflows in heavy rain as can’t discharge to the car dyke as it is simultaneously full. Sewage system overflows regularly manholes lift on High Street. A15 oversubscribed - accidents regularly at Thurlby Crossroads.

Respondent: Mr GERARD ANTONY ROULSTONE

Representation Summary:

We must all support the building of new homes nationally to meet increasing need but the number of homes proposed in these developments are far too many for a village of this size. it will place considerable strain on local resources, especially the local school and GP and dentist services as well as road use. It will also damage the atmosphere of the community, turning it from a large village into something more akin to a small town. I believe a much reduced project would be more acceptable while contributing to much needed home building.

Injection
1. Risk of flooding adding to the ongoing drainage and flooding issues in Thurlby. Heavy rain cause the drains in Chapel Lane to bubble up, sewage deposited in garden, downstairs toilet bowl fills up.
2 Increase in traffic accessing A15 at a difficult junction.
3. Lack of infrastructure and availability in village and surrounding area - doctors and schools

Representation Summary:

The proposed site allocation will be connecting to Bourne Water Recycling Centre. Therefore, we recommend the following is included as a principle:

'Additional treatment capacity is required at waste water treatment works and new discharge permits are required for water quality targets. This should be incorporated early on in the development of scheme specifics, as part of a scheme wide delivery strategy which demonstrates that capacity is available or could be made available to serve the development subject to phasing'.

I object to the development as Thurlby does not have the infastructure to support it.
Where will the children go to school as the primary school is full now?
Where will the new residents be able to book GP and dentist appointments as all the Bourne surgeries are full?
Where is the access road going to be? The high street is not suitable for it to give access to 50 households cars and deal with the heavy machinery and delivery lorries during construction.
Will there be any upgrade to the drainage as the roads flood after heavy rain?

Respondent: Mr Roger King

Representation Summary:

I object to the 50 homes proposed for site SKPR-277. Even though it is smaller than SKPR-56, it would still have a big impact on the village. Our roads cannot cope with extra traffic, and with poor public transport, most people will drive, creating more congestion and safety risks. Flooding and drainage are already problems in the area, and more hard surfacing will make things worse. Schools and GP surgeries are under pressure and cannot take more demand. The loss of green space will reduce wildlife and change the rural feel of Thurlby. This development is not suitable.

Representation Summary:

I strongly object to this development for the reasons stated:

This development will create a huge traffic problem for the village. The high street is already jammed with parked cars that makes it very difficult to negotiate, it’s like a slalom. You have to drive on the wrong side of the road to come pass them - it’s extremely dangerous because the road bends sharply. Many times I’ve experienced near misses with drivers coming too fast towards me. This will create a huge bottleneck on the main street in and out of the village. The number of Accidents is likely to rise exponentially. The number of houses proposed is absolutely ridiculous! I think 5 or 6 is too many. Water and sewerage issues affect that area and local school, doctor, dentists do not have capacity for this number of additional people.

Absolutely object to this development, high street is already very busy and cars are parked all along the road . It most often causes back up traffic . I can't begin to imagine the traffic congestion this development would cause and I for one do not want it more unsafe for children going back and forth to school .
Also the complete unfairness on the people in this village 2 proposed sites is appalling
We struggle already with floods in the winter, no GP appointments, no Dentist , schools at capacity.
This is a village not an extension of Bourne

It would be a catastrophe for the rural nature of the village- It cannot cope with town sized developments - not enough infrastructure - oversubscribed school Horrendous traffic at A15 junction with Thurlby crossroads and this site is totally unsuitable with a highly dangerous access off a single track road within a hidden dip with extremely poor visibility That side of the village would lose its most beautiful green spaces - the most unspoilt countryside views of the whole village and would be despoiled for ever

Respondent: Mr James Nickerson

Representation Summary:

The village of Thurlby, including all roads and infastructure, are not capable of handling these extra dwellings. It will increase the amount of traffic attempting to use the roads out of Thurlby onto the A15 in a morning and into the village in an evening, junctions which are already very busy during these peak hours. At the very worst you would need to add traffic lights at the A15 junction to reduce the amount of cars that would be qeueing at these times.

Representation Summary:

I object to imposing yet more houses in an already overpopulated village that cannot provide services or safe road networks for the residents it has at the moment. In particular the school and local services which involves the struggling local town of Bourne that does not have enough doctors/dentists or parking. Driving is becoming more dangerous as the roads in the village cannot cope with the amount of traffic and lack of infrastructures. Also With recent flooding becoming more and more of an issue in this locality more housing will add to the misery for the residents.

Object

Proposed Housing and Mixed-Use Site Allocations

Representation ID: 3539

Received: 27/08/2025

Respondent: Mr Stephen Broadbent

Representation Summary:

This development is not sustainable given that the sewage system and pumping station for Thurlby and Northorpe are currently at capacity. Heavy and sustained rainfall results in the system being overloaded with raw sewage escaping from inspection covers in the lower lying areas of the village, particularly Church Street. The Anglian Water pumping station ultimately floods and fails. Several properties experience problems with toilets backing up under these circumstances. A further 86 houses will completely overload the system.
Access is also a major issue given this largely a single track road inadequate and unsafe for additional traffic.
