Representation Summary:

Obthorpe is pretty much a one car route and the road is in a terrible state so putting even more traffic along here would be dangerous. There aren’t any verges at present. This would create more cars trying to access the A15 in a 60 speed limit which would be dangerous or cause more traffic though the village. The high street is already a busy junction and blockages due to current parking so more traffic would cause even more issues. The road from Obthorpe lane to the high street is in a terrible state so this will make it worse:

Proposed site opens onto single, narrow, country lane. Our school is full and over-subscribed.Our pumping station cannot cope with the current demands of the village, we already experience perpetual leaks on the roads and flooding caused by excess surface water running down the streets towards the A15. At times raw sewage runs down the High Street, we experience flooding where water runs onto the A15. Extra traffic would compromise road safety. Local healthcare facilities at capacity. No room for dozens of new families. Site is on viable agricultural land, edge of settlement.UNSUPPORTED BY LOCAL COMMUNITY.WOULD PUSH OUR INFRASTRUCTURE TO BREAKING POINT.

Representation Summary:

This development plans to use perfectly good farming land and this seems to be very shortsighted. In addition, Thurlby village does not have the infrastructure to manage a housing development of this size. We like living in a village ... please don't take that away from us!

Representation Summary:

There is no infrastructure in the village to take that many houses. It takes 15 to 20 minutes to get on to the A15 now at busy times. We have a small VILLAGE school.
Where does all the sewerage go….???
I have lived in this VILLAGE for 42 years it has quadrupled in size…..
I object to more houses being built in my VILLAGE.

Representation Summary:

I strongly object to the proposed housing development in Thurlby due to serious concerns over flood risk, environmental damage, and inadequate infrastructure. The village already suffers from flooding during heavy rainfall, and further development will worsen drainage and endanger homes. The proximity to Dole Woods threatens local wildlife and damages a valued natural space. Additionally, local area already has pressures on services such as medical facilities, schools, shops, and public transport. Local roads and utilities cannot support further pressure. This development would irreparably alter the rural character of the village and should be refused until these issues are fully addressed.

Representation Summary:

The main objections I have to the proposed SKPR-56 and SKPR-277 are as follows.
The impact on the single track road Obthorpe Lane and the A15 from Market Deeping through to Bourne.
The noise impact during and after the proposed construction.
Local services from Dentists to Doctors are at capacity now.
Current infrastructure, the foul and surface water is already at capacity we have raw sewage on our streets when there is significant rainfall.
No schooling provision to support this site,Thurlby and surrounding villages are at capacity including Bourne.
Impact on the natural landscape and habitats.

Representation Summary:

This project should not be approved without the site having its own separate infrastructure.
The drainage in the village is dated and can’t cope now with any amount significant rainfall.
Obthorpe Lane is a single track road and couldn’t cope with an increased traffic load. Local schools, dentists and health centres are already stretched. This project has to survive on its own facilities and infrastructure.
I am sure there must be more practicable sites with access from the A15.

Representation Summary:

Obthorpe lane is too narrow to take increased traffic unless it is widened. If the other housing comes out in Northorpe the increased traffic could cause problems getting onto the A15. There have already been several accidents at this junction. Also would the sewage cope with the increased capacity. The drains in the village are not cleaned regularly. Also the heavy vehicles bringing material to the sites could cause problems.

Objections
1) Village Sewarage is on the limit
2) Obthorpe lane is a single lane road and utterly unsuitable for additional housing
3) Wilsthorpe road is narrow road limiting 2 cars passing
4) Schooling capacity is very limited
4) A 15 access will be severly affected and dangerous at busy times

Respondent: Mr David Pettit

Representation Summary:

Thurlby does not have the infrastructure to support any large housing development. The junction with the A15 is very busy especially during peak times. It’s exceedingly busy and there is an increase in accidents on this road. More often than not the village then becomes a short cut rat race for traffic trying to bypass the A15. Obthorpe Lane is not suitable for the extra traffic a development of this size would attract. Thurlby is a quaint traditional village the increase in people will change the character of the village. The school did not have the capacity for more children.

[redacted] Road access is insufficient and widening Obthorpe Lane as proposed would be detrimental to the character and safety of this street. I do not believe that the village has suitable facilities and infrastructure to support the new housing which could be a 25-30 percent increase in populatiom.

I object to SKPR-56 and SKPR-277 proposals on the grounds of ;
The Visual and Physical impact on the natural landscape and habitats.
Noise and traffic impact during and after the proposed construction.
Risk of flooding, the village has an extremely high water table, hence the name Swallow Hill.
No housing shortage identified in the village.
Schools are at capacity in Thurlby and surrounding areas.
Local services at bursting point, including Doctors and Dentists.
The village sewage infrastructure is literally at bursting point.
Impact on rural local development.

Representation Summary:

The A15 is already impossible to access from Thurlby and Obthorpe lane is unsuitable for any traffic especially lorries and would need totally renewing to allow any access. The A15 would need totally restructuring as it is already grid locked at peak times. This has been looked at for profit not suitability. The traffic could not come down the high street as this cannot get out onto the A15 currently

Representation Summary:

I object to 86 houses on Obthorpe Lane. The lane is too narrow for heavy traffic and can be unsafe for walkers and cyclists. Thurlby only has a primary school, one shop/post office and a pub. Doctors and shops are all in Bourne. With an average of 2 cars each, there would potentially be over 170 more cars in the village, many of which would be trying to cross the A15. This scale of building would overwhelm the village and damage the countryside.

Representation Summary:

Not wide enough to allow 2 cars, let alone heavy-goods vehicles for building works, to pass each other. Potholed passing places on this narrow country lane aren't fit for purpose, grass verges have ditches and trees on each side. Dog walkers and pedestrians walking to the woods would be unsafe with increased level of traffic.

Representation Summary:

Obthorpe Lane is a one Lane track used for walking to local ancient woodlands for the local people, it is not possible to widen the lane with the ditches one side. Walking down there will not be possible with the increase of traffic. This will increase the traffic getting onto the A15 from at the end of Obthorpe Lane or the High Street, causing more accidents.
The village does not have the infrastructure in place for 91 houses:- The drainage is at full capacity already
The village School is a maximum capacity along with the surrounding primary schools.

Representation Summary:

Does not meet with the Thurlby Parish Neighborhood Development Plan 2018- 2036 adopted by SKDC March 2019 namely TNP09. The main issues are the loss of agricultural land, extension into open countryside, development size, safe access on to a narrow country lane and the current inadequate sewerage system. The sewerage system is already at capacity and any rainfall causes the system to overflow through manhole covers into Church Street and adjacent properties with raw sewage running down the road. Anglian Water provide tankers to clear the issue. The local school and doctors are already at capacity.

Representation Summary:

The current infrastructure of the village can't cope with more housing. The school is already full, as are the schools in Bourne. My main concern is the extra traffic it will generate.
Currently turning right onto the A15 at the crossroads is tricky, even at 6.45am. This will no doubt lead to more accidents and add time onto my already very long working week.

Respondent: Mr Jon Sandall

Representation Summary:

My general objections for this and SKPR-277:
-Thurlby school is vastly over-subscribed. Extra houses could add upwards of 150 children with no school places available.
-The drain/sewage infrastructure is woefully inadequate (eg. raw sewage seen near the outdated pumping station. More houses will clearly add to the problem.
Specific objection to Obthorpe Lane:
-Obthorpe Lane is little more than single track in places with inadequate room to widen.
As a further note, I'm afraid I have minimal confidence that the council will take any notice of the many objections that will be put forward. I hope to be proved wrong.

Representation Summary:

Development will exacerbate issues with flooding, drainage & sewerage. Winter sees severe flooding just beyond current houses on the lane despite work in the village. Joining A15 will be more difficult. No suitable access to Obthorpe Lane. Vehicles enter village at speed despite limits on a blind hump & bend. Site is good, productive farmland which is reducing locally. Considerable impact on local wildlife and ancient woodland in the area including litter and dog walking. Infrastructure limited to small shop/post office, 2 churches, vet and pub. The site appears to absorb paddock access.
