Supports the allocation for 200 houses. LCC Corporate Property support the draft criteria in the policy which reflect the work undertaken to date in relation to the site. A planning application for the land was submitted to SKDC in November 2018 (reference S18/2146) which included an indicative layout for approximately 200 dwellings. The illustrative layout confirms that it is possible to achieve the requirements in criteria a-h on the site. The supporting technical work which accompanied the application demonstrated that there are no known constraints which would prevent the site being developed for housing. Responses from the statutory consultees through the previous application process confirmed this position.

The Deepings WRC has been identified as having capacity issues. We have no concerns about the development at the Deepings due to it’s a small development. However, the data from the EDM installed in 2020 shows 103 spills from Storm tank at WwTW. The Deepings has a headroom of 453 which is equivalent to an estimated capacity of 1407 dwellings and the dry weather flow limits is approaching its limit with 4 out of 5 years above Q90. Additional flows could cause pollution to the River Welland (GB205031050685). We encourage the council to liaise with AWS and ensure that acceptable plans are in place for the management of foul water, in advance of planning permission being determined. We also encourage the council to be aware of the measures that would be required to be taken by AWS, to ensure that the additional flows from the development would be accommodated.

As a long term resident of Market Deeping, I have often used Mill Field, from the days when the Deeping Show was held there up to the present, as one of the few green spaces left in the Deepings.
I often see and chat to other users walking themselves or their dogs. And I have also seen youngsters playing with radio controlled cars there too. It is a very popular space for all sorts of local people and very good for spotting local wildlife.
In addition to my own personal objections, and just in case it has been missed, I will also repeat the objections based on policy contraventions which have been expressed by other Deepings residents:
Development on Site SK-144 would be contrary to these policies; SP2, SP4a,SP4b,DNP12,EN5,OS1.

It is extremely important for the welfare to have green spaces, this section is a popular place for dog walkers and nature lovers. It is the only green space that is in this area of Deeping St. James and living right by it, as a disabled person it is a great place for me to walk my dog.
As an autistic person, I am committed to save the planet as much as possible, and building more and more houses is going to affect not just the environment but the current residents of Deeping. It makes me feel sick and angry the thought of builders destroying the green space, animals homes and nature.
Our doctors are already hard enough to get an appointment, which everyone knows, how do you think 680 households will be able to get one? And what about our schools? They are already filling up to the point of brink. We only have one supermarket in The Deepings, we do not have enough amenities as it is. I think it is incredibly irresponsible, the schools and medical facilities can’t cope with the current population!

These fields are used daily by residents of this town and surrounding villages and form part of our green landscape, important for not just our physical and mental welfare, but also for our diverse wildlife.
My objections for the development of Site SK-144 include:
SP2- Development should not compromise the nature or character of the town.
DPN-12 - Millfield Road is a Green Lane and a housing estate and extra traffic would ruin it. It is the only one of its kind to exist in this town!
EN5 - Mill Field is well known for surface water and flooding issues, which has been documented. It is also very close to the river.
OS1 - SKDC's Open Space and Recreation Study 2023 states that the Deepings is deficient in semi natural and natural green space. Mill Fields is not an official natural green space, but as grassland ( surrounded by hedgerows and well established trees and habitat for wildlife) cut but once a year, it has served as such for many decades and thus satisfies SKDC's standard provision for thar category - 2ha per 1000 population within 720 metres.
The infrastructure of our town cannot facilitate more people.

Building anything on this site, which is used daily by so many people as one of the few green spaces in the Deepings, would be in complete opposition to the nature and character of the town. There simply is not enough infrastructure to support a housing development. The lane running parallel to Mill Field, designated as a Green Lane, would be ruined first by site traffic, and then forever more by the constant stream of traffic from the housing estate. I'd be interested to know if an impact assessment has been made on the effect this development will have on wildlife populations. I'd like to know where people will be expected to find green spaces and dog walking opportunities should this development go ahead? Has an impact assessment been undertaken on how this will affect the town? What about flood risks?

Environmental Considerations – Noise and light pollution, flood risks, sewerage management, plumbing, traffic increase, distance from Millfield Road to current properties is only 3 meters, Rural outlook and right to private and family life.
Crime and Safety considerations – increased opportunity and means for criminality, increase in local Police to patrol and respond, road safety, estate planning will need open & simple layout.
Facilities considerations – Rubbish collection, bus route options, increased vehicles, school capacity, healthcare capacity, impacts on landlines and broadband connections, encourage new businesses and retail opportunities.
Green Space considerations – designated managed and appropriate green spaces for recreation, dedicated dog walking areas, land for recreation and buffer for traffic pollution and noise, tree planting.

Site SKPR-144 is, and always has been, grassland. The grass is cut only once a year, so it provides an important habitat for swarms of butterflies, dragonflies and many other species of wildlife. This site has been used ‘as of right’ by local residents for well over 20 years as a Natural Greenspace. Residents can therefore claim an easement by prescription because the use of the land has been continuous (it is not necessary for use to be constant, so the weekend interruption for the Deepings Agricultural Show would not affect the easement).
SKDC should not allocate this site for development because:
1. The site has been used as Natural Greenspace for many years and the Deepings is deficient in Natural Greenspace.
2. An easement by prescription would mean that the site was not available for development.

The petition of the residents of South Holland and the Deepings.
Declares that South Kesteven District Council should reconsider its plan to develop Mill Field, one of the few remaining green fields within the parish of Market Deeping, given that Lincolnshire County Council, which owns the field, has put it forward as suitable for large housing development.
Notes that Mill Field is an intrinsic part of the rural character of the local area, and should be protected given its historical use for community events and so it can continue to provide residents with space for informal recreation.
Further notes that planning policy is clear that local communities should not have unwanted development forced upon them.
